National vetoes to undermine the global tax deal (debate)
There is no EP plenary session without a debate on Poland or Hungary. What do these debates bring? Absolutely nothing. There is no change of power as Mr. Pons of the EPP wanted. There is no starvation of Poland, as Mrs. Barney of S&D wanted. There is, however, a progressive internal weakening of the European Community, an erosion of the freedom and sovereignty of the Member States, which are boxed by the EU institutions to the delight of parts of the Chamber. Behind all this is a profound injustice, which gives the countries of the old EU some moral supremacy over the countries that joined the EU after 2004. In all this, we can also see the play of the economic interests of the countries of the old EU, which for years have been unable to master their internal problems related to security and unemployment, and who are trying to build a scenery against which they look noble at all costs. Enough double standards in the EU, time for cooperation and understanding, not shoes and federalism.
Framework of measures for strengthening Europe’s net-zero technology products manufacturing ecosystem (Net Zero Industry Act) (debate)
Mr President, thank you very much. Unfortunately, every subsequent decision taken by the European Commission is even worse for Europe in its forecasts. You are funding the energy transition without technology or resources. Let's check the data: the ten largest solar panel companies are based outside the European Union; The eight largest heat pump companies are based outside the European Union. We sponsor foreign economies. And the best part is that our economic competition – China and India – does not intend to abandon coal. In a word, we buy Chinese solar panels that were produced using energy from coal. Where's the point here? What is more, in order to start your own production, you need to have access to raw materials, and China has put China on its hands, and no debate in Parliament, nor the next strategy of the European Union have been able to change this. It is therefore time to put an end to the utopian Green Deal and restore Europe's economic development and wealth.
Withdrawal of the Union from the Energy Charter Treaty (debate)
Madam President, I'm sorry. Millions of people in Europe are already feeling the effects of energy policy. Millions of Europeans pay for Eurocrats' dreams out of their own pockets. From 2026, each of us will be affected by the increase in electricity prices. Our continent will stop growing and Europe is lagging behind the economies of China and the United States. Investments in solar panels, heat pumps or windmills are 90% sending money to China, because their companies are at the forefront of these technologies. Not only that, when we destroy our coal industry and close our mines, a new coal block is being built every week in Asia. The Green Deal will lead to poverty and unemployment. Instead of growing our companies, we will become assemblers for Chinese manufacturers. Instead of relying on raw materials available in Europe, we rely on Chinese supplies. And how much it hurts, the pandemic showed. It's time to change direction. It is time to bring Europe back to its people. It is time to stop the Green Deal and enjoy economic sovereignty, wealth and development. We want to live and breathe clean air. We want to live in a friendly environment, but all this must be and be done according to the rules, slowly and at no cost, and not a coercion for the people of Europe.
Amending Directive 2011/36/EU on preventing and combating trafficking in human beings and protecting its victims (debate)
Madam President, I'm sorry. Commissioner, I'm sorry. We need very concrete, very deliberate, but above all immediate action. We need Member States to be much more active in the fight against smuggling and trafficking in human beings. Above all, we need higher penalties for this practice and, above all, stricter treatment of the guilty. Women and children are two vulnerable groups. The data is terrifying. Approximately 300,000 children are trafficked each year. The European Union wants to do more. That's a good thing. That's very good. For example, why do we still accept the surrogacy of children? The surrogacy that comes with a fee for this phenomenon? Enough of turning a blind eye to this disgraceful practice, which is nothing but human trafficking. But why do we also continue to accept smuggling boats circulating in the Mediterranean and Atlantic and delivering people to our continent? Very often it is the case that people do not come in these boats, that they die at sea. We often justify NGOs, which unfortunately, in some part, because not all, of course, are responsible for this. The simplest ways are the most effective. We all know what needs to be done. Above all, we need to act decisively and effectively on this issue.
EU climate risk assessment, taking urgent action to improve security and resilience in Europe (debate)
Madam President, I'm sorry. Mr. Commissioner, I'm sorry. My voice will be very polemical. We all want to breathe clean air. We want to live in a clean environment. We want to have cheap energy and there is no doubt about it. But what goals? How do we get there? What's the way? This is a field for powerful discussion, because the issue of climate warming – I call it the climate religion – has been, is and will be, and even if we achieved these goals in a year, we will not stop these issues. Today, if in the era of the war in Ukraine there is talk of low-emission armies in Europe, I am asking how we should defeat the mounding Russian army with melexes or something that will be completely ineffective. Wake up, Europe! After all, even Frans Timmermans, who proclaimed these ambitious goals on the anniversary of the destruction of the Bastille, today went to save his own group, because the ratings are falling precisely because such ambitious goals are to be achieved in a short time. Why is that? Because they primarily affect the pockets of Europeans, and you do not have the means to do so. If you have the resources, we'll vote everything out.
The murder of Alexei Navalny and the need for EU action in support of political prisoners and oppressed civil society in Russia (debate)
Mr President, thank you very much. Glory to the Lord over the soul of Alexei Navalny! Great respect and support for his loved ones! Putin extinguished the star of hope for freedom and democracy. It is necessary for the European Union to draw conclusions from this death and other victims of Putin. And I have this reflection. Let's think about what Europe and the world would be like if it weren't for the interests, the political economy with Russia and Putin. What would have happened had it not been for the construction of Nord Stream 2 with Gazprom? Would Navalny and hundreds of other political prisoners be alive today? Would Russia attack Ukraine? Would tens of thousands of Ukrainians be alive without technological cooperation between France, Germany and Russia? A huge mistake was coquettishness, dictatorship and trade agreements. If anyone else in the Union dreams of resettling with Moscow, it is as if they are trampling on the grave of the murdered. I call out: sanctions, sanctions, sanctions and more sanctions – severe, political, personal for the regime, sanitary cordon for political abusers.
Human rights and democracy in the world and the European Union’s policy on the matter – annual report 2023 (debate)
Mr President, thank you very much. Mr. Commissioner, I'm sorry. This is a very important report, but it must include what has already been rightly said today, because the persecution of Christians in the world is increasing. Approximately 365 million people are subjected to various kinds of attacks, harassment only because of their faith in Jesus Christ. From year to year, this situation gets worse, and meanwhile, we simply do not react. This report is the best example of this. There are 16 mentions of LGBT communities and no discrimination, I agree, but – note – no mention of persecution of Christians in the world. They are hidden at the point of religion. More: The report equates the persecution of Christians with the right not to profess any religion. So show the statistics of the persecution of people in the world for being atheists. In my view, there are still no clauses that make the implementation of EU trade agreements conditional on respect for human rights, including the right to freedom of religion. It is also necessary to raise the issue in Pakistan today. Today, a young Christian was sentenced to life in prison just because he commented on Facebook. We must also respond to this in trade agreements with Pakistan.
Implementation report on the EU LGBTIQ Equality Strategy 2020-2025 (debate)
Madam President, I'm sorry. Commissioner, I'm sorry. We have so many problems today in the European Union: for example, farmers' protests, the huge turmoil associated with the war in Ukraine, an increase in attacks on Christians by 44%. And what? We're not discussing that. There is no report on this. Just to be clear: I am against discrimination against anyone on the basis of faith, on the basis of orientation, on any other grounds. This is unacceptable – and this is clear and obvious. But in this report, if we are to include legal formulations that really relate to policies and legislation that is already the legislation of a Member State, is the exclusive competence of a Member State, then in this case we, as the European Union, are violating precisely these national competences in areas such as health and family law. Second, for example, the concept of gender – after all, this is a completely vague concept and may raise, above all, problems of interpretation, problems of meaning and, in general, semantic problems. Union documents should be based on the terminology adopted in primary law. I'm done, Madam President. The European Union was founded on Christian values and dignity, respect for the human person, that is the foundation and let us stick to it. It's in the treaties.
Need to fight the increase of antisemitism and anti-Muslim hatred (debate)
Madam President, I'm sorry. Mr. Commissioner, I'm sorry. There has been a lot of talk about extremism and hate. I am opposed to this because of any issues, so that anyone may suffer acts that are unworthy of man. But we have to be clear that they certainly stem from a lack of education. Last month, here in the European Parliament, I presented an exhibition commemorating the Ulma family, the Polish family that the Germans murdered, the mother, the father, the mother in the ninth month of pregnancy, the six little children and her husband just because they protected the Jews, because they gave them shelter, because those who fled the cruelty of war could take refuge with them. Such cases must be shown. Needless to say, they were Christians. Today, too, we need to talk about Christianophobia, which is here, in Europe and in the world. We, as Europe, have the instruments to fight this. We have about 792 attacks on churches and the faithful. It cannot be like today, the former head of the EPP employs a woman in the government who violated the sacred, who entered the Christian Mass. It can't be like that. We have to stand up to that.
Water crisis and droughts in the EU as a consequence of the global climate crisis and the need for a sustainable, resilient water strategy for Europe (debate)
Mr President, thank you very much. Water is life. I represent Lower Silesia and Opole Voivodeship. In Poland, problems with drought and lack of water are also problems for our farmers. They face the effects of drought every year. We very much need investments in water retention, in treatment plants, in waterworks. Because we believe that the European Commission should urgently unblock measures that are being blocked for political reasons, that can actually work today, that are needed to build dams, reservoirs and a new water system. For economic and environmental reasons, the regulation of rivers, especially the Oder River, is a key investment. There is a need to facilitate the right to carry out such investments as regulation on the Oder River. At the same time, it is necessary to fight against irrational blockages of investments by groups of pseudo-ecologists. This is extremely important, which is why the European Union needs to draw up a very good investment plan today.
Situation of fundamental rights in the EU in 2022 and 2023 (debate)
Madam President, I'm sorry. This report actually sounds as if we have partially rewritten it from previous years. In my opinion, it is very secondary and very incomplete, because it does not mention even those who are silent victims of this, supposedly, policy of tolerance of life without any rules. He does not mention Christians, the faithful of the Catholic Church. Today, there is a wave of attacks on the faithful throughout Europe, as well as on the Church. Temples, places of worship are being devastated, priests are being murdered in subsequent attacks, left-wing media, which praise attacks on churches and promote people who mock symbols sacred to Christians, have created an atmosphere of a kind of acquiescence to aggression – and this is not what we have here. In 2023 alone, there were 792 attacks on believers or objects of worship in Europe. Extending the list of EU crimes to hate speech and hate crime (debate)

Because what is hate deserves the highest punishment – I agree, I am against hate. But it can't be that we're actually pulling the punishment for opinions under hate speech. And here is the fundamental difference that here the will and the increase that follows is to be the punishment for views, the elimination of people who have other views, even from political activity or from social life in general. And that is why, for example, opposition to mass illegal immigration is also hate speech? That's how we were treated with the MEP. We are to be tried, we are to be punished, we are to be eliminated from public life. Is this what it's like to be punished for alleged hate speech? No, I don't. I am for freedom of speech, but I am against hate.

As the revision of the Treaties is a very broad subject, requiring an extremely in-depth analysis and a thorough discussion, allow me to put forward a polemical position for discussion, because we need this discussion in this House very much. Because, unfortunately, this discussion is conducted within the European institutions, but it is not conducted in the Member States, it is not conducted by the public, it is not conducted by the citizens. In your opinion, everything is going in one direction. The Conference on the Future of Europe rejected proposals opposing further federalisation, seeking to build a Europe of homelands and free, sovereign nations. Is the federation today the solution to the problems that afflict Europe? Will more decisions taken within the institutions without any hearing from Member States solve the situation of, for example, the poor, solve the situation of declining industrial competitiveness? Will the forced introduction of the euro in countries that have not yet adopted the single currency solve the issue of high energy prices? Finally, will the joint army make us stop sending – unfortunately some of us have to pay attention to this – products to Russia, thus circumventing European sanctions? Unfortunately, I don't. A federal Europe governed only by narrow institutions will not solve the problems. Unfortunately, it will multiply them.

Child, I remind you, it's not merchandise. A child is not a stake in a fence that can be moved at will. That is why we say ‘no’ to the sanctioning of surrogacy. Surrogacy is the vulgar trafficking of small children. This is a violation of the child's right to basic knowledge about his origin. All the arguments put forward by the rapporteur, by Mr Reynders and others are smokescreens for aggressively introducing new human engineering. The national order copes with such situations, which you so tenderly quoted. For such regulations there is a red line, because it is a circumvention of family law. This is a circumvention of the Constitution. And we will be against an evil law that will harm children. Please do not abuse or manipulate the term "right of the child".
One year after Morocco and QatarGate – stocktaking of measures to strengthen transparency and accountability in the European institutions (debate)

Ladies and Gentlemen, Here we see the shifting of responsibility from group to group, and yet we are dealing with one of the most powerful scandals that not only shook the European Union, but also echoed the world. I want to talk here about one very important reflection. After all, people who even sat here in this room, and sit, took part in a great campaign against my country, my country, Poland, accusing us of the lack of the rule of law. Meanwhile, it is in my country that there are model anti-corruption solutions. There is an anti-corruption law. Members are not allowed to make money. There is a ban on additional earning for Members. There's the Central Anti-Corruption Bureau. There are asset declarations. There is a whole mechanism that shows that issues such as corruption will be curtailed. And there are no, and there will be no holy cows in this regard. And it is enough to take only and draw from these patterns. You don't have to invent gunpowder to make the system airtight.
Parliament’s call for the right to disconnect - three years on (debate)
Mr President, thank you very much. Ladies and Gentlemen, Employees cannot be slaves to computers and phones. Everyone must have the right to the so-called disconnection and there can be no situation in which a person returning after work is forced to remain in the proverbial waiting for contact, e-mail or message. Everyone also has the right to their family life, to freely spend their free time not only on Saturday or Sunday. Indeed, Member States should introduce minimum standards for the protection of teleworking workers. And here is full agreement. However, I have a lot of doubts recently about the issue of a kind of overregulation on the part of the European Union. Therefore, if such legislation is to be created, it must be preceded by a broad debate in the Member States, data must be collected on the situation of the labour markets and the situation in the individual Member States of the European Union, and with this summary. That is why, in summary, so for freedom from computer and telephone, for a balanced life between work and family, because health, chronic stress are today occupational diseases. Therefore, the issue of possible overregulation must also be balanced.
European Health Data Space (debate)
Madam President, I'm sorry. Commissioner, I'm sorry. Data in today's modern economy is the key to success. Patients’ medical information in the European Union’s single market was worth €160 billion in 2020. That is why it becomes so important to build a system of their use and, above all, a security system. The protection of sensitive data is key in this Regulation. We cannot allow patients to be deprived of the possibility of accessing their data and withdrawing them voluntarily when such an important regulation arises. The final decision must always be the patient's. The patient must be able to act at all times. There are many very important issues throughout the Regulation, especially regarding the further transmission and use of anonymous data. Another important issue concerns the results of tests and medical research and their use by companies. It is very important that a valuable compromise has been reached on this issue for all parties. We would also like to thank everyone for their hard work on this document.
Islamist terrorist attack on French schools and the need to protect people and promote social cohesion (debate)
Mr President, thank you very much. Ladies and Gentlemen, The streets of European cities are burning with riots. Crime statistics are devastating. Sweden, Belgium and finally France, which we are talking about today, everywhere migration has brought an increase in the number of thefts, armed robberies, drug trafficking and, above all, attacks. How many more innocent victims will we have to mourn? How many families will have to bury their loved ones before policymakers decide on a tough stance on immigrants? Today, Europe's citizens first and foremost need secure borders. Zero tolerance. We want to safely leave our homes in the evenings and drive around Europe, explore, live without awareness of terrorist attacks, such as those that took place two days ago in Brussels, where a radicalised Tunisian immigrant murdered two Swedish supporters in cold blood. For years, we have not been able to find any answer to the growing Islamic radicalism, any answer to the mafias of smugglers flooding Europe with illegal immigrants. It can't go on like this. We must say a firm "no" and restore order and trust in Europe.
Rule of Law in Malta: 6 years after the assassination of Daphne Caruana Galizia and the need to protect journalists (debate)
Madam President, I'm sorry. Ladies and Gentlemen, After dozens of debates and resolutions against my country, Poland, we are finally starting to see in this House that the situation in all Member States leaves much to be desired. Double standards and focusing only on Poland can no longer take place. All Member States should be treated equally, regardless of which political group the members of their governments are in. However, contrary to the numerous false accusations concerning my homeland, in Malta, the destruction of the rule of law and corruption have resulted in the unsolved murder of an investigative journalist. The Maltese authorities should ensure the immediate sentencing of all those responsible, regardless of their functions. But the resolution, apart from the just condemnation of this terrible killing, nevertheless contains ideological intrusions completely unrelated to the matter, in respect of which the Union has absolutely no competence. I am referring to Malta's call for legal abortion. Such calls have also taken place in relation to my country. These are unacceptable behaviors and I urge everyone to oppose them. We should focus on fighting crime in those countries where journalists are murdered.
A true geopolitical Europe now (topical debate)
Madam President, I'm sorry. Ladies and Gentlemen, We live in a changing world. There are more and more hot spots near Europe. The war in Ukraine, the growing pressure from China, the United States, which is the hegemony of global security, all this forces the European Union today to debate its own political and geopolitical power. Our internal mistakes also mean that today we are not able to adequately maintain Europe's development potential. The Union was internally the strongest organisation before the Treaty of Lisbon. It was a community of interests created by free and sovereign countries. Today, after the Lisbon change, it turns out that one country conducts and the rest is to play in his orchestra. We have broken away as a European community from our roots. Therefore, in order to return to the path of building a strong Europe, we must base our reunification once again on sovereign Member States and on collective decision-making by States, on mutual respect. There is no further agreement on the imposition of a decision by one whole European Commission for all countries. The strength of Europe must be part of the strength of the countries that make up it.
Effectiveness of the EU sanctions on Russia (debate)
Mr President, thank you very much. Mr. Commissioner, I'm sorry. It's already 600 days, 600 days of Russia's brutal war in Ukraine. Let me remind you, it was supposed to last two days, according to Putin, but thanks to the enormous solidarity of Poland, the whole of Europe and the United States, Kiev was saved from an armored attack. This is a difficult time for the European economy, but we must endure it. We must continue to stand in solidarity and not trade with Russia. That's the only way to bring this war to an end. You can't make a deal with Putin. His regime simply needs to be defeated. Sanctions are already working. The Russian economy is shrinking dramatically. Therefore, they still need to be clarified. Because, unfortunately, every week planes from Russia bring diamonds for grinders from Antwerp, Russian trains bring fertilizers to Belgium and Germany. It's time to put an end to this. The European Commission should also take a closer look at the activities of German companies in the countries of Central Asia and the inexplicable increase in German exports to these countries. Isn't that a way to circumvent EU sanctions? That's all we have to do.
Decent Housing for All (topical debate)
Madam President, I'm sorry. Commissioner, thank you very much. Everyone, not only on Earth, but above all in Europe, deserves a decent roof over their heads, a decent life, security. On the one hand, we appeal for cheap apartments, for apartments available to everyone. But how does this relate to permanent madness, which, however, we have been observing here for some time, so that every building has a green certificate, is ecological, so-called zero-emission? You can't have two things at once. According to experts, decisions to reduce greenhouse gas emissions in the coming years will cause an increase of about 30% in the prices of basic building materials. It is a shock therapy imposed on the people of Europe. If we add that every old building will have to have a green certificate, which is also very expensive, then in fact Europeans will pay it out of their own pocket and pay for the green ideology. In such an economic and energy rigour, it is impossible to build cheap apartments. If you want cheap construction, give up the green revolution and take away the energy and climate package. Already today, the governments of the Member States see this madness. It is time for the European Commission to see this as well.
Corrupt large-scale sale of Schengen visas (debate)

In the first words: As a conservative, I do not wish the Germans to shout and shout (because we Poles are particularly sensitive, we have bad experiences in this regard) that we are hateful right-wingers. We have a right to our values-based views and a faith in the Germans from this, especially the Germans. That's the first thing. In a minute, it is impossible to rectify all the lies that fell not only on the part of colleagues from Germany, but also, of course, the Polish Civic Coalition, which is ineptly looking for a way to its voters, together with the Germans. You guys filmed the scandals for the campaign. Those are the facts. The case concerns 268 cases. It was detected by Polish services, which immediately neutralized the threat. The case was resolved within 60 days. And the statistics? What are the statistics? If you can't fight someone, you have to educate them. So let me remind you that in 2021 Germany issued 300,000 visas for people from Africa and Asia. Why didn't we then debate in the European Parliament about Germany's contribution to the migration crisis in Europe? This was probably not allowed by Olaf Scholz to his colleagues from the Civic Coalition and Tusk, it was not allowed by Weber, it was not allowed by Angela Merkel before. And the last sentence, Mr President: Mr Arłukowicz, it is a shame to demean one's own country, one's own people in the European Parliament! It's a shame.

I am and have always been in favour of membership in the European Union, because I also took part in the pre-accession referendum in Poland and I was a staunch supporter of joining the European Union, but I am against dictatorship and what is happening to my country today. We follow all the rules, but we are against illegal immigration. We will defend the borders of the European Union against the hybrid attack by Russia and Belarus, which is currently taking place on the border not only of Poland, but also of the European Union. We need to know that the kind of projects that you are pushing for today are being pushed at a time when we are in the midst of Russia's brutal war against Ukraine. You cannot be naive, first of all, the European Union cannot be naive and respect those treaties that are, and then we will get out of this crisis.
Parliamentarism, European citizenship and democracy (debate)
Mr President, thank you very much. Commissioner, I'm sorry. Today, people in Europe are struggling with huge inflation, dependence on Russian gas, economic slowdown, rising prices of expensive EU climate policy. Meanwhile, we are dealing with the project of European citizenship. I mean, there's no such thing. Each of us is a citizen of our own country. These countries make up the European Union, because that is what the treaties say. You cannot be a citizen of the European Union because the European Union is not a state. Nor is it a superstate. This project is particularly sensitive for Poland. We survived such a project when we were under the dictates of the Union of Soviet Socialist Republics. And it ended very badly. Today, the strength of the Union should come primarily from the cooperation of nation states. Today, those countries – those that want to work together – are basically putting themselves under the pillory, and we want to avoid that. Parliament and the Commission, using all sorts of methods – in my country it is considered to be blackmail – are actually fighting sovereign states such as Poland instead of dealing with real problems. The salvation for Europe is not federalism, but the return to a Europe of nations, to a Europe of strong states, and not to a continent dominated by the countries of the old Union. These changes, which are proposed in the Council, are nothing more than a return to ideas that we would not like to see returned in Poland.
