Joint Declaration on ‘Culture for Europe - Europe for Culture’ (debate)
Mr President, Commissioner, ladies and gentlemen, the Cultural Compass is a beautiful statement and we thank you for it. Culture, as you said, is our common good. It is the basis of freedom of expression that is also the basis of our democracy. However, this cultural policy in Europe is today a course without means, since culture remains the lowest budget of the European Union. However, our cultural and creative industries are facing a funding crisis, a global battle for influence, a total change in their economic model and the upheavals of artificial intelligence. Foreign platforms capture revenue, algorithms shape our imaginations and thereby minds, and meanwhile, our creators lack the resources to innovate. In this context, a declaration of intent is useful but not sufficient. What our creators and industries need is solid funding and protection from the looting of AI. Commissioner, we really need your support to strengthen the AgoraEU programme and to secure the place of culture in Horizon Europe and in the Sovereignty and Competitiveness Fund. Finally, we are waiting for a legislative follow-up to the Voss report to ensure the remuneration of cultural and media content used for the training of artificial intelligence. Again, our freedom of thought will have everything to gain.
