Protecting EU citizens’ data from hybrid threats: the Lithuanian case (topical debate)
Mr President, the recent data breach in Lithuania, involving more than 600 000 records from national registers is a stark, grim reminder that hybrid threats are no longer directed only at governments or critical infrastructure. They target our citizens directly. Investigators suspect foreign involvement, highlighting the growing use of cyber operations as a tool of hostile influence and destabilisation. When personal data are stolen, citizens become vulnerable to espionage, intimidation, disinformation, and identity theft. Protecting data is therefore not only a matter of privacy, it is a matter of national and European security. The European Union must strengthen cyber resilience, improve information sharing among Member States and fully implement our cybersecurity and data protection frameworks. Lithuania's experience should serve as a warning to us all: an attack on the data of one Member State is an attack on the security of the entire European Union. We must be prepared.
