Madam President, today's vote on the European Parliament's budget for 2027 is the culmination of a substantial and collective effort. I would like to warmly thank the European People's Party for the confidence it has shown in me. For a Member of the European Parliament coming from a small country such as Cyprus, it is a special honour to undertake such an important dossier. At the same time, I would like to take this opportunity to thank all colleagues from all political groups. I am convinced that the spirit of cooperation shown by all and the important contribution of each have been decisive in reaching the result that we have before us today. The European Parliament’s budget for 2027 is a clear political choice. We are investing in a strong, modern and resilient Parliament, capable of responding to the needs of citizens and the challenges of the time. That is why I urge you to vote for him.

Mr President, firstly, I would like to congratulate and thank the rapporteurs of this excellent report, Mr Mureşan and Ms Tavares. Mr President, ladies and gentlemen, for the first time, a report on the Multiannual Financial Framework explicitly recognises that legal landowners in occupied Cyprus have for decades been deprived of the fundamental right to property: a provocative and flagrant violation of Turkey, which for 52 years has illegally occupied the northern part of the Republic of Cyprus. Turkey's responsibilities have been and remain enormous. I want to be clear. No amendment or resolution exempts the occupying power in Cyprus. Turkey's obligations remain and are non-negotiable. The first step has been taken, but substantial support with specific legislation is needed. The European Union must apply its principles and actively support displaced persons whose fundamental rights have been violated for half a century.

Madam President, ladies and gentlemen, Mr President of the Republic of Cyprus, taking over the Presidency of the Council of the European Union is a historic milestone for a small country, such as our country. We will support efforts to successfully conclude this presidency, demonstrating the skills and hard work of our proud people. The Republic of Cyprus took over the presidency in a highly unstable geopolitical environment. Fragile balances test Europe's own strength, stability and determination. At the same time, the ongoing division of Cyprus remains an open wound and parameter of instability for Europe. A wound that can and must close only with the unwavering stance and decisive contribution of the European Union. For 52 years, our country has continued to experience the consequences of the illegal Turkish invasion. It is our demand that the European Union demonstrates the same clear stance in the case of Cyprus as it does in the case of Ukraine. Strongly and responsibly for a just and peaceful Europe.

Madam President, Commissioner, ladies and gentlemen, I would like to congratulate the rapporteur on this dossier, Tomislav Sokol, on his excellent work. The Critical Medicines proposal is an essential response to a key problem: shortages and security of supply of critical medicines afflicting patients and health systems across Europe. For small Member States such as Cyprus, shortages cost even more, due to the size of the market and our reduced bargaining power. That is why we need a common European approach. The voluntary joint procurement and the early warning and solidarity mechanism were designed to address shortages before they became a crisis. I call on the Cyprus Presidency to proceed immediately and decisively with the negotiations so that they can be successfully concluded. Let us give tangible European added value to our citizens for the protection of public health and true solidarity between us.
Madam President, first of all I would like to thank my political group, the European People's Party, for the confidence in appointing me to the negotiating team. My participation in this process is both an honor and a responsibility. The European Union’s budget for 2026 demonstrates in practice our collective effort for a more united, resilient and fair Europe. After demanding negotiations, we have secured additional resources that support meaningful policies, enhancing citizens’ daily lives and the Union’s competitiveness. For my country, Cyprus, an increase of EUR 500 000 for the Committee on Missing Persons is of particular importance. This reinforcement allows for the continuation of the critical humanitarian mission to ascertain the fate of our missing persons. Reinforcing €10 million in Civil Protection and RescEU is not just a number. It is greater readiness, modern equipment and faster response to any natural disaster. At the same time, we are empowering critical policies, health, farmers and especially young people. We invest in research, innovation and Erasmus+, creating opportunities that truly change lives. I warmly thank my colleagues in the negotiating team and in particular Andrzej Halicki and Matjaž Nemec.

Mr President, ladies and gentlemen, 51 years have passed since the barbaric Turkish invasion. The Republic of Cyprus does not need compassion or wishful thinking, but the immediate restoration of justice. We strongly condemn the illegal and unilateral proclamation of the occupation, separatism and the continued illegal military occupation by Turkey. The historical truth cannot be called into question. The recent provocative statements by the Turkish side, which reduce the invasion to a legitimate and peaceful intervention, are an insult to memory and an attempt to falsify history. I am one of the thousands of refugees who were forced to uproot from their homes and live away from the land they were born in. I was denied the right to grow up in the city where I was born. Cyprus demands the obvious. Comprehensive and just solution on the basis of UN resolutions, with the European Union playing an active and decisive role in the implementation of international law. Ladies and gentlemen, it is time for decisive action and tangible results. 51 years is a long time for Cyprus.

Madam President, Commissioner, ladies and gentlemen, the European Union is not just an economic and political union. It is a family of 27 states working together to ensure peace, prosperity and solidarity. In my capacity as shadow rapporteur for the 2026 budget, I consistently defend the need to ensure that European institutions have sufficient resources to do their work effectively for the benefit of European citizens. A strong budget for the institutions means a Europe that is more reliable, more competitive and more able to defend the interests and rights of its citizens. At the same time, the budget is an act of solidarity and investment in our common future. That is why we support the increases requested by the European Parliament for Erasmus+, for the Civil Protection Mechanism, for the farmers and young farmers who are the backbone of Europe, and for small and medium-sized enterprises.

Mr President, before I give you my final remarks in Greek, allow me to thank once more my colleagues, the shadow rapporteurs from all political parties and all of my colleagues for the nice words. I would like to let you know that your help was appreciated. I would like to thank the Commissioner as well for the nice words. Mr President, I have listened respectfully and attentively to all positions and opinions. I am convinced that as a European Parliament we can be useful and beneficial to the citizens, businesses and economies of the Member States of the European Union – and on a personal level, this is what I always focus on. As I said in my introductory statement, the report creates the conditions for a simpler, fairer and more competitive Europe, and I am particularly pleased that we have succeeded in securing a broad consensus on the report, putting aside any political differences that divide us. Most of us in this Chamber fully understand the need for a more simplified tax environment that will enhance competitiveness and make it easier for citizens and businesses, especially small and medium-sized ones. Mr President, Commissioner, as a Member of the European Parliament of a small but dynamic economy, Cyprus, I see every day small and medium-sized enterprises struggling with complex tax rules. The report we are presenting today shows the way to a simpler, fairer and more competitive Europe. As author of this report, I would like to express my sincere thanks to all the political groups that participated constructively in the negotiations and supported the final text. The broad consensus we have achieved shows that, despite our differences, we can join forces when it comes to a common goal: strengthening competitiveness and fairness in the European Union. We all understand that the European Union needs a simple, modern and functional tax framework that encourages entrepreneurship and small and medium-sized enterprises, attracts investment and supports social cohesion. At a time of heightened economic challenges and fierce competition in the global economy, a simpler tax environment is vital. Commissioner, the report shows the way to simplify procedures, to create clearer rules, while at the same time supporting the maintenance of high standards against tax evasion and aggressive tax avoidance. To enhance competitiveness, an in-depth impact assessment, greater use of digital tools to reduce compliance costs, improved coordination between Member States and a revision of unnecessary rules that place a disproportionate burden on small and medium-sized enterprises, which are the backbone of the European economy and essential for growth in all Member States, are deemed necessary. Ladies and gentlemen, I therefore call on you to support this report as a decisive step towards a more competitive, fairer and more united Europe.

Mr President, Commissioner, housing is a fundamental social right. However, throughout Europe and especially in Cyprus, thousands of citizens are even struggling to secure a decent and affordable home. President Von Der Leyen’s announcement of affordable housing is a first positive step, but now actions are needed: making use of European financial instruments, mobilising the European Investment Bank and involving the private sector as a strategic partner. We have informed the Cypriot government about the available European tools and should make the most of them in order to create real solutions for affordable housing. Ensuring decent housing for all is not an option. It is an obligation to our citizens and to future generations.

Mr President, Commissioner, imagine being arrested in your own country by authorities that no one recognises while you are going to your father's house. This is an unthinkable reality on European soil in 2025. From July 19 until today, 5 Greek Cypriots have been held hostage because they dared to visit their own property in the occupied territories. Today, we were informed of the provisional release of the three on parole until the so-called trial, while the other two remain in detention. The legal responsibility for this illegality lies with Turkey. These arrests are not accidental. They are targeted intimidation to prevent legal proceedings against the illegal exploitation of Greek Cypriot property and to discourage any claim of rights. He can't get through. We call for immediate liberalisation and targeted measures against Turkey at European and international level. The European Union cannot remain neutral in the face of illegal arrests of European citizens on European soil. Cypriot European citizens need actions against Turkey, not words.

Mr President, my country, Cyprus, is once again paying a very high price for climate change, as are other countries in the South, which are affected by extreme temperatures. Since the devastating fire that broke out last July in the mountainous Limassol, two people have died and more than 120 square kilometers of land, houses, properties and crops have become ashes. Commissioner, the European Union cannot consider that it has done its duty with a few words of sympathy. We don't need sympathy, we need action. We have an obligation to invest in prevention and preparedness by strengthening RescEU. European citizens expect practical support. European air and ground assets should be permanently deployed in strategic locations for immediate emergency response. No Member State should be helpless. If we relive such moments without the possibility and plan of reaction, the responsibility will lie with you personally.

Mr President, ladies and gentlemen, the horrific terrorist attack on the Church of Prophet Elijah in Damascus, which left dozens dead and wounded, demonstrates the tragic reality experienced by religious minorities in Syria. We strongly condemn any heinous act of violence targeting innocent believers in worship and express our sincere condolences to the families of the victims. The presence of Christianity in Syria is deeply rooted in the history of the region and the Orthodox community is an integral part of Syria's rich cultural and religious heritage. It is our duty to defend the fundamental rights of all religious minorities and to demand that the Syrian authorities and the international community ensure the protection, freedom and safety of Christian communities and all minorities in the country. Europe must help defend religious freedom and the protection of Christian communities, wherever they are, so that they can continue to practice their faith. We must take initiatives for the immediate protection of Christians in Syria. The protection of religious minorities is not only our moral duty, but also a necessary condition for the stability and future of the region.

Mr President, Commissioner, ladies and gentlemen, the success of the European Investment Bank is a cornerstone of Europe's economic growth and cohesion. The EIB has been instrumental in financing strategic projects, fostering innovation, infrastructure and sustainable development in all Member States. I would like to underline with great satisfaction the possibility of financing Cyprus in response to the housing crisis. Following confirmation from the Bank's leadership, I am pleased to announce that our country can use more than €100 million in funding to support students and low-wage households. This development opens new horizons for our young people but also for vulnerable social groups, offering access to decent and affordable housing. Access to affordable housing is a strategic tool that can offer a solution to the demographic problem, motivating young couples to create a family and build their lives with dignity in our country. At the same time, I would like to stress the importance of strengthening cooperation with the private sector. Through innovative synergies we can ensure more effective and efficient investments, aligned with sustainable development priorities and supporting the small and medium-sized enterprises that are the backbone of the European economy.

Madam President, Commissioner, gas fields in the Exclusive Economic Zone of the Republic of Cyprus are not just a national priority; This is a crucial opportunity for the whole of Europe. They can be instrumental in diversifying energy sources, enhancing security of energy supply, as well as facilitating the timely achievement of gas storage targets. What does this mean in practice? A Europe that responds more flexibly to market needs and ensures lower prices for both its citizens and businesses. In this context, our cooperation with reliable partners, such as Israel and Egypt, is of strategic importance. Together we can secure alternative energy sources for Europe and reduce our dependence on non-EU countries that are often intransigent. But more European support is needed for the necessary infrastructure. It is necessary to end the energy isolation of the Eastern Mediterranean and to link it sustainably with the European energy network. It is not only a matter of political will; It is a matter of strategic foresight.
Mr President, today, in the debate on Turkey's progress on its accession path, it is our duty to address Turkey's blatant disregard for international law and its European obligations. 51 years after the illegal invasion and occupation of the northern part of Cyprus, Turkey continues to ignore UN resolutions and its commitments to the European Union. For 51 years, thousands of refugees have been denied the right to return, while our churches and culture have been desecrated. Commissioner, ladies and gentlemen, can you imagine being fired from your home? Forbid you to live in it for 51 years? I don't have to imagine it; I'm living it. As a refugee, I can neither live nor visit the house where I was born. Every day is a memory of injustice. Last Saturday, the Turkish president illegally visited our occupied territories, provoking nationalist rhetoric and flouting international legitimacy. And all this without any reaction from the European Union. The European Union cannot remain silent. The European Parliament must react immediately.

Mr President, Commissioner, the Multiannual Financial Framework is the tool by which we turn the priorities of the European Union into actions. It is the means by which we ensure a Union that meets the needs of all European citizens, effectively addressing the economic, social and climate challenges of our time. As rapporteur and shadow rapporteur on opinions from the Committee on Public Health, the Committee on the Environment, Climate and Food Safety and the Committee on Economic and Monetary Affairs, together with my colleagues, we have worked to strengthen policies that support European citizens, such as innovation, empowering local communities, strengthening public health and the green transition. It is equally important that we were given the opportunity to promote the interests of small states, such as Cyprus, on issues such as water and the support of our farmers. The common goal is clear: a European Union that puts people at the centre.
