Mr President, Commissioner, ladies and gentlemen, artificial intelligence is an opportunity and this is, of course, also true for the trade sector. The risk, however, is concrete: becoming more and more a digital colony dependent on someone else, on platforms, on clouds, on hardware, on models developed far from Europe. So, building a completely European supply chain, from infrastructure to artificial intelligence, is certainly an exciting goal, a goal that we like to aim for, but, if we are to be realistic, that today seems really difficult to achieve. Being able to make the digital ecosystem as European as possible is a more pragmatic goal and more within our reach, perhaps combining it with concrete support for companies, with serious protection of industrial know-how. It would not be bad either to act on the lever of regulatory simplification, given that today a European SME risks taking more time to understand how to comply with the rules, than to develop innovation. So, I'll give you a challenge: European regulatory sandboxes dedicated to innovative and strategic companies, especially SMEs and start-ups‑up, to test AI solutions quickly and competitively and bring Europe back to the center of technological development, including in AI. Because it's not a lost challenge: I believe that it is still possible for Europe to play a leading role in this global challenge.

Madam President, ladies and gentlemen, obesity today is a disease recognised by the WHO. It is not a matter of style, it is not a choice of life but, above all, it is not a fault. In Europe, one in six people is affected by obesity. Yet, some institutions still struggle to recognize obesity as a disease. Not just a disease: is a chronicity multiplier: more than 200 diseases, 75% of cardiovascular diseases, 80% of the costs incurred by EU Member States for chronic patients are related, directly or indirectly, to obesity. Yet, even today, there are fragmented treatment pathways in Europe. There are legislative and policy. Then live the Safe Years Plan. Long live the Italian law: use it as a model for equitable and continuous access to care, prevention and early diagnosis that are necessary to combat this global scourge.

We want to harmonise rules, boost competitiveness and make the European Union attractive for investment. We want to strengthen the single market for connectivity, overcoming spectrum fragmentation, thus offering businesses a single European market and not 27 different markets. We want to defend European digital sovereignty in the interests of businesses and citizens. This step, Commissioner, is crucial. Yet tomorrow morning this Parliament will sacrifice what could have been an important occasion on the altar of political disrespect. This is of no benefit either to Parliament or to Europe. Finally, however, let us remember that while we are here to regulate, someone else in the world is running and running at twice the speed of ours. If we lose, colleagues, the train of the digital challenge, we do not do a spite to ourselves; We do this to all the generations that will come after us. And we have to put that right in our heads, like a mantra.

Taxation of large digital platforms in the light of international developments (debate)

Mr President, ladies and gentlemen, we can all say that we agree that we must regulate the digital economy and its taxation. Allow me, however, to point out that, at the same time, the issue of Base Erosion and Profit Shifting, i.e. the phenomenon whereby large multinationals exploit the tax disparities of individual national states in order to be able to shift their profits where taxation is more favourable to them. That said, it is not a unilateral European taxation on digital services that is the optimal choice to make, in our view. It is up to you, the Commission, to pursue the path of multilateralism and tax justice but, please, let us avoid self-defeating choices such as those we have seen in other sectors – I am thinking of manufacturing, the car industry, the agri-food sector – because we will end up harming consumers again, rather than following the path of tax fairness and tax justice that, from time to time, it would be good to choose.

A unified EU response to unjustified US trade measures and global trade opportunities for the EU (debate)

The first, on which I think and hope we all agree, is that the European Union must give a unequivocal response to the demands that come from the other side of the Atlantic.
