Preparation of the European Council (joint debate)
Mr President, Commissioner, Council, dear friends in the European Parliament, first of all, let me pay respect to the Cypriot Presidency. What they have delivered in the last month under the leadership of Nikos Christodoulides and the team represented by you is remarkable. So thank you so much. You can be proud of this and Cyprus can be proud of this. Ladies and gentlemen, dear friends, we are living in a moment of time where people feel huge, fundamental changes. It's a time of crisis and people are asking us for one thing, and that is to provide security. Our Europe must be a Europe that protects our citizens, and it starts economically with the question of Chinese economic power in this moment of time. We have a trade deficit with China, which comes to EUR 1 billion a day, EUR 360 billion a year. That is a trade deficit that is simply unacceptable. China is flooding European markets with their overcapacity and that has to stop. We, as the European People's Party, stand for free trade – no doubt about this – but we need, as the Commissioner already said, reciprocity, public procurement. When we finance investments with EU funds, it is not understandable why Chinese are benefiting from this if we do not have the same principle in China. We need a level playing field; we have to do this on the basis of the WTO – no doubt about this – but we have to tell the Chinese that subsidies are not part of fair trade. We also have to be clear on our sovereignty when it is about critical networks. The next development on 6G network in Europe should be only a European network. We have to be sovereign on these issues. You also have to ask the business sector to please stop the naivety when it is about intellectual property rights, when it is about the question of Taiwan. Please be aware that things can fundamentally change. These are the considerations when it is about China. Yesterday, we voted on the US deal here in this House. Thank God we now have clarity and predictability for our business. That is also a chance to restart. The G7 meeting in Évian gives us a chance for this to restart the kind of economic NATO thinking that, together with the Americans, we should think about how to answer the economic model of China. There is a global question in front of us, and I want to reconnect with our American friends. Dear friends, that is all embedded in the question of competitiveness, because, on the other hand, we have to see that China is a strong competitor. So that is why it is not only about protecting ourselves, but also standing up and investing in competitiveness on the European level. The second issue I want to mention is about protecting ourselves and external security, and there enlargement contributes to our external security. Yesterday, dear friends, it was impressive to see that the President of Montenegro, when we speak so much about details of legislation here in this Chamber, he speaks about freedom, about history, about being part of Europe. These ideas of such a country like Montenegro, of leaders like the President of the country of Montenegro, this new fundamental thinking about what Europe really means is so important for all of us. That's why congratulations also to the Western Balkan Summit, which was a success – no doubt about this. On Moldova and Ukraine, we now have the chapters open thanks to the Tisza government – the EPP government – in Hungary. We have opened it now. I also want to pay respect to Maia Sandu, because what they are doing in Moldova to show brave leadership against the Russian propaganda is really impressive. I dream about a '29 by 29' that they really can join the European Union in the upcoming years. As for Ukraine, one message is also clear is that Ukraine is not any more only a burden. Ukraine is becoming more and more of an asset for the European Union, especially on defence issues. So bringing Ukraine close to us is an investment in our security. Ladies and gentlemen, that is on the table for the Council, and we see positive momentum in this moment of time. I want to close with the message that if we want to keep the Europe we love, we must build a Europe that protects.
