Alignment with the EU economic governance framework and further simplification of that framework (A10-0099/2026 - Carla Tavares, Markus Ferber) (vote)
Mr President, I would like to begin, of course, by thanking Mr Ferber, the co-rapporteur, and the technical teams for all their cooperation on this dossier. I would also like to say that this agreement to simplify the rules of economic governance shows that simplification does not mean deregulation. We have reduced the reporting excessive, we have relaxed deadlines for governments to deliver their…

Presentation of the programme of activities of the Irish Presidency (debate)
Madam President, Commissioner, I naturally begin by welcoming the Irish Presidency and I am sure that cooperation with this Parliament will be close and fruitful. We also know that one of the priorities is the Union's long-term budget and we also know well that we are committed to intensive and ambitious work with all the leaders of the European Union so that an agreement can be reached by the end…

Financial activities of the European Investment Bank Group – annual report 2025 (debate)
Madam President, Mr Vice-President, Commissioner, the European Investment Bank is the European Union's main investment arm. Its strength comes from the stability, credibility and trust it has built in markets, businesses, municipalities and citizens. Yours rating maximum is not a technical detail, it is what allows the bank to finance itself in good conditions and support European priorities with …

Financing EU priorities in a sustainable, predictable and resilient way through a new EU own resource from the online gambling and betting services sector (debate)
Mr João Oliveira, as is often said in our country, the road is made by walking. And what we have to have is the ability and willingness to find solutions and alternatives to the ambition that I know the honourable Member shares for Portugal, just as I do as a Portuguese. And this can be a path, and therefore – as we also often say in our country – we should not deny from the outset a science that …

Financing EU priorities in a sustainable, predictable and resilient way through a new EU own resource from the online gambling and betting services sector (debate)
Madam President, Commissioner Serafin, Parliament's position is clear in the mandate we have received for the next financial framework: we cannot have a Union budget that is shy in its ambitions, but short in its revenues as well. And we agree that the next multiannual budget must not be an exercise in restraint disguised as ambition. It must be a true instrument for investment and cohesion, capab…

Interim report on the proposal for the multiannual financial framework for 2028-2034 (debate)
Mr President, Commissioner, ladies and gentlemen, as has been shared by everyone here, to talk about the next budget is indeed to talk about compromise and ambition in a Europe that does not want to leave anyone behind. We are talking about a budget that wants to continue with traditional European policy, but which has its eyes on the future, on competitiveness policy, in the area of security and …

Interim report on the proposal for the multiannual financial framework for 2028-2034 (debate)
Mr President, Commissioner Serafin, ladies and gentlemen, nine months after the presentation of the European Commission's proposal on the next financial framework of the Union, we are today debating and voting on the mandate of the European Parliament. Now that we have arrived, we know what path we want to take for the next multiannual budget, which, more than a financial instrument, is a politica…

Financial literacy and the rise of finfluencers in the context of the savings and investments union (debate)
Madam President, Commissioner, first of all I would like to congratulate my colleague, Mr Lidia, on the work she has done and on the inclusive and aggregating way in which she has conducted this dossier. In a context of rising inflation, accelerating digital transition and complex financial products, we urgently need to give Europeans the right tools to better manage and protect their money. That …

Control of the financial activities of the European Investment Bank Group – annual report 2024 (debate)
Madam President, Commissioner, Mr Vice-President, ladies and gentlemen, the European Investment Bank is a fundamental pillar of the European Union's investment policy, acts as a financial lever for projects that the market alone would not be able to finance, and is one of the most powerful tools Europe has to turn ambition into concrete action. In 2024, the EIB reached a total financing of EUR 88.…

Preparations for the EU-India summit (debate)
Madam President, Commissioner, the next EU-India summit is a historic opportunity and takes place at a decisive moment for Europe and the world. It is historic because it confirms strategic cooperation with India; it is historic because it is an opportunity for us to conclude a free trade agreement with a strategic partner of ours more than 20 years ago; it is historic because it allows the Union …

Presentation of the programme of activities of the Cyprus Presidency (continuation of debate)
Madam President, Mr President, Commissioner, I would like to start by welcoming the Cypriot Presidency and, of course, to wish it every success, by telling it that this Parliament is committed to concluding, in 2026, the negotiations on the next multiannual financial framework, which we know is essential for the Europe we want to be in the next decade. A financial framework that we want to be ambi…

Preparation of the European Council meeting of 18-19 December 2025, in particular the need to support Ukraine, transatlantic relations and the EU’s strategic autonomy (debate)
Madam President, Commissioner, the next meeting of the European Council is also synonymous with the multiannual financial framework. I want to say that this Parliament is deeply committed and committed to concluding the negotiations by the end of 2026. We know that the financial framework is not just a budgetary exercise, it is a political choice about the Europe we want. We want substantive negot…

2026 budgetary procedure: joint text (debate)
Mr President, Commissioner, Minister, let me, of course, first of all welcome my fellow rapporteurs on this dossier for the work they have done and the cooperation they have been able to establish in this Parliament, including with the Commission. The approval of the agreement for the Union’s annual budget for 2026 is an important political signal of commitment, especially in the current context, …

The new 2028-2034 Multiannual Financial Framework: architecture and governance (debate)
Thank you very much, dear colleague, for your question. In my opinion, as co-rapporteur of this process, the climate and all these challenges that Europe faces are clearly identified not only in Parliament's report, as we had the opportunity in May to discuss in our Parliament in Strasbourg, but also in what is the presentation of the Commission's proposal. And the work that we all now have to do …

The new 2028-2034 Multiannual Financial Framework: architecture and governance (debate)
Madam President, Commissioner, Minister, Parliament has, over time, taken a clear and constructive stance since the proposal for this multiannual financial framework was presented. Allow me, Madam President, to make a few points. The size of this financial framework does not seem to us to be sufficient to meet the Union's multiple needs from 2028. We want and need a Financial Framework adjusted to…

Presentation of the Court of Auditors' annual report 2024 (debate)
Mr President, Commissioner and President of the European Court of Auditors, the annual report of the Court of Auditors is always an opportunity to assess what we have done and what we can improve in the future in terms of the Union's budget. From this year’s report, I highlight as positive the Court’s recognition that the 2024 accounts present a fair and true view of the Union’s financial position…

General budget of the European Union for the financial year 2026 – all sections (debate)
Mr President, Commissioner, Minister, first of all, allow me to welcome this budget proposal, as well as the work done by the two rapporteurs, in a particularly difficult context of economic and geopolitical uncertainty. We know that the fiscal space we have is limited, but we know that the challenges we face are almost unlimited. So we have to make choices. The first choice is to know where we wa…

New Strategic EU-India Agenda (debate)
Mr President, Commissioner, the New Union-India Strategic Agenda is an important step towards strengthening cooperation between the world's two largest democracies in areas such as trade, technology and defence. The EU’s post-2027 long-term budget: Parliament’s expectations ahead of the Commission’s proposal (debate)
Madam President, Commissioner Serafin, Minister, the approach of one national plan per Member State for shared management programmes is not an option for this European Parliament. This is clear from our own-initiative report. We will not accept a new multiannual financial framework without an independent, autonomous and strong European social fund. Article 162 of the Treaty on the Functioning of t…

Financial activities of the European Investment Bank – annual report 2024 (debate)
Mr President, Commissioner Albuquerque, in a context of high uncertainty, increasing challenges and pressure on national budgets, the European Investment Bank is playing an increasingly decisive role in the Union's strategic future and, in particular, in the next budget for 2020-2027. To fulfil this important role, Parliament has recently given the green light to its new statutes and future strate…

Mr President, Commissioner, I would like to witness here today Montenegro's commitment to membership of the European Union, which we met at the mission of the Committee on Budgets at the end of May, when we went to Montenegro for a number of fruitful meetings. Montenegro’s regional leadership position in the EU accession process in 2028 has been key and aligned with the support of Montenegrin citi…

Discharge 2023 (joint debate)
Mr President, Commissioner, the Socialists and Democrats argue that, although discharge is a political process, the decision to grant or refuse discharge to an institution remains factual and anchored in the fundamental principles and laws of the European Union. However, horizontally, in several discharges, issues that are not linked to these institutions have been brought into the scope of the va…
