Conclusions of the European Council meeting of 26-27 October 2023 - Humanitarian crisis in Gaza and the need for a humanitarian pause (joint debate - Conclusions of the European Council and the humanitarian crisis in Gaza and the need for a humanitarian pause)
Madam President, do you know that there is a government in Europe in which Hamas is openly supported? That government exists. That government is the Spanish government of socialists and communists, where pro-Hamas ministers have been parading through the streets of Madrid and Spain. Across Europe, many forces have been manifesting, not just foreign ones, not just those millions that we have brought - many of them sworn enemies of our Western society - and that we have imported, that anti-Semitism that we have imported into all of Europe and that we have at this very active moment, so cruelly active. That's happening here. This is a war against the West. Israel is the stronghold of the West. If Israel, which knows how to defend, falls, where will we end up, who do not know how to defend ourselves and are permanently opening the doors to the enemy and treating the enemy – the enemies within the dictatorships and outside them – as we are treating them?
A true geopolitical Europe now (topical debate)
Madam President, the geopolitical Europe we are looking for faces very clear adversaries who know what they want. And here we have a geopolitical Europe that doesn't know it. And when proposals come out, proposals come out here praising Mrs. von der Leyen and saying that she is the solution and that is the way. I believe that the way is clear, the way is that there will never again be a Franco-German axis that dictates politics here for its interests, because they have led us to disaster and they have led us to vulnerability and they have also led us, through the ideological drift that we have here and that they have in the United States, to an absolutely incredible vulnerability within societies. We have opened the borders without any control. It is happening every day, thousands and thousands of individuals are coming in from certain parts of the world where they are worshipping and celebrating what has been done, the savages against Israel, against the representative of our world in the Middle East – to see if we recognize it – and we are leaving them and they are celebrating it already in the Spanish capitals, in the European capitals in general; and in Spain it is being celebrated by the Government, part of the Government at least. At least, in that sense, to see if we have that solidity that we need to make a policy or a geopolitics against Russia, against China and against Iran, which is the axis of evil against us, against our values. And we have to do it with the United States and with Ibero-America. Let's see if we do it with democracies and with whom we share our values and do not do anti-American politics when we have been flirting, and doing politics to sabotage Washington, helping Tehran. And there we have Tehran doing what it is doing. Therefore, let us reconsider, and never again, the Franco-German axis that has brought us here, to dependence on Russia and everything that has happened since.
The despicable terrorist attacks by Hamas against Israel, Israel’s right to defend itself in line with humanitarian and international law and the humanitarian situation in Gaza (debate)
Mr President, Mr Minister, Mr High Representative, we have witnessed the worst massacre of Jews since the Holocaust. That's sparked a war. And now some are complaining about the effects of the war. They blame the Jews. And on top of that they blatantly lie in this House, once again, to accuse Israel of what others have done, as is the case, at this time, of the hospital. What happened in Gaza? In Gaza there is not a Jew, there is not a settlement, there is not a Jewish soldier for twenty years. There the Palestinians rule. There billions and billions were sent from Europe and the United States to build that. Something good could have been done there. They have a border with Egypt, with their Muslim brothers. They have done nothing but a pit of hatred, weapons and destruction. That's what's been there. And, in the meantime, we are seeing the same thing happening to us in Europe. We are with open borders, bringing all those who support Hamas. They are even supported by a government, which is yours, Minister. We have a large part of your government supporting those who defend the massacres against Jews. It is an embarrassment to the Spanish government and it is an embarrassment to Europe.
Effectiveness of the EU sanctions on Russia (debate)
Mr President, Commissioner, we all very much agree - I think there is a fairly broad consensus in this House - that these sanctions are necessary. It is necessary to avoid escapes and fissures in these sanctions and it is necessary to reinforce them until Russia gives in and, if the necessary weapons are really given to the Ukrainians, they manage to recover their territory. Now, there has been a lot of talk here about Orbán and China as buyers from Russia. But I want to talk here about the current Presidency. The country that bought the most oil from Russia in August was Spain, after China. 18% of Russia's oil sales go to Spain directly; 20% to China, the largest buyer. In that sense, let's see if we really stop so much rhetoric and go to the practical issues. Spain is not setting an example precisely in this Presidency. He has now stood out for solidarity with Hamas and now goes and beats records buying oil from Russia.

New Agenda for Latin America and the Caribbean in the aftermath of the EU-CELAC Summit (debate)

It has been an immense fiasco, because you have no results, because you have brought here a number of countries and contradict yourself. You say that we have to have a communion of values because without these common democratic values neither development nor well-being work. Prosperity doesn't work. And you have brought here all the narco-communist regimes, torture regimes, murderous regimes, and you have brought them and mixed them with everyone, as if we were all the same and had the same values. And all he has done is whitewash, whitewash these regimes, as he was saying right now, reminding Chile that, by the way, we now have a session that starts with a lie. 'The murder of Allende' puts in this Parliament, lying even in what they print. Allende's murder. No one killed Allende. The political disqualifications in Venezuela
Madam President, in a dictatorship there are no free elections, in order for there to be free elections, the dictatorship must end. But no one can expect them today in Cuba, or in Nicaragua. Delivering on the Green Deal: risk of compromising the EU path to the green transition and its international commitments (debate)
Madam President, Commissioner, this is a Green Deal that they say is going slowly. The Green Deal is really an ideological plan of social engineering against the interests of the European peoples. The European peoples are already suffering severely from the effects of this Green Deal. State of EU Cuba PDCA in the light of the recent visit of the High Representative to the island (debate)
Madam President, first I would like to say to my friend Javi López that everything he has been listing about Nicaragua can be applied exactly the same to Cuba and yet he wants to punish Nicaragua and with Cuba he wants to talk about modernisation, like Mr Borrell, who tells us that there are reforms and modernisation. The reforms that have taken place are that there are a number of minors who have been sentenced to ten years in prison for shouting freedom. That is the modernization that has taken place in Cuba lately and for which we are rewarding with money, with millions of euros that Mr Borrell is taking to him, despite a resolution by this Parliament that told him that the democratic clause of the Agreement had to be applied and that payments and the Agreement had to be suspended. There hasn't been any of that. On the contrary: He has gone to Cuba to act again as a lawyer for the Cuban dictatorship asking for the lifting of that ghostly embargo. That's what he's done: propaganda for the dictatorship. That's why I say to him: You can't be a representative of 27 democracies and be all day defending a dictatorship. You resign, Mr. Borrell, for real, or go to Cuba to defend that criminal dictatorship.
Situation in Nicaragua (debate)
Mr President, this is the fourth resolution that we have brought to this House in a year and a half to confirm the deterioration of the political and social situation in Nicaragua. The Nicaraguan people, besieged by poverty, brutal repression, the curtailment of their freedoms and the persecution of ecclesiastical representatives by the regime, are already worthy of a Nero or a Domitian. The dictatorial marriage of Ortega and Murillo – right, right, Mr Borrell – who are at the moment the great stars of political crime, has been sponsoring the systematic violation of human rights from the Sandinista power for years. Today, the United Nations classifies the actions of its regime as crimes against humanity. Well, now let's see: Where does the Sandinista regime come from? It comes from the help of the socialists and the help of Cuba. It has been Cuba that has created Nicaragua and it is the São Paulo Forum that supports Nicaragua and has ties with Russia, as does Cuba. Why is Mr. Borrell going to Cuba to guarantee Cuba that we will continue to give him millions? Millions for nothing, for violating human rights, just like Nicaragua, and now it is telling us that Nicaragua must be punished. Please, a little coherence, Mr. Borrell.
Protecting and restoring marine ecosystems for sustainable and resilient fisheries - Agreement of the IGC on Marine Biodiversity of Areas Beyond National Jurisdiction (High Seas Treaty) (debate)
Mr President, we have seen how every so often the European Commission comes to tell us that we have to protect the seas, that we have to respect biodiversity and that we have to respect ecosystems, but no one ever comes to tell us that we have to respect fishermen, that we have to respect their families, that we have to respect the population and that we have to respect, in general, Europeans, from whom their livelihoods are being taken one after another. Spain is not understood without sea. We have eight thousand kilometers of coastline. Spain put the seas on the map of the world. Spain has the largest fishing industry in the Union, 20% of total production. That is why we are the first interested and really busy protecting this resource. Seas and biodiversity matter to us very, very much. But we care a lot and a lot about fishermen, we care a lot and a lot about farmers and we care a lot and a lot about Spaniards and Europeans in general, who are constantly attacked by these issues, always motivated by the ideology of the most radical, which the Commission has systematically taken on board. You are again attacking Europe's fishing while China subsidizes and strengthens its fishing fleet and also uses it as a geopolitical weapon, while illegal Moroccan fishing continues to use driftnets, curtains of death, despite the millions that were paid so that it did not use them. In fishing as in agriculture they subsidize Morocco so that it continues to laugh at you, who deserve it, and at millions of Europeans, who do not deserve it. In reality, they should give up the 2030 Agenda and the Green Deal, which is what is leading us to this lack of respect for Europeans in general.
IPCC report on Climate Change: a call for urgent additional action (debate)
Mr President, all the forces which base their political project on purely socialist social engineering must justify their policy with terrible threats of imminent, ever more imminent and ever greater catastrophes. The fact is that the immense sacrifices they urgently demand of Europeans will make them poorer, but they will not make the world any safer. This is an ideological project to demand the total submission of the population through a total reduction of rights and their quality of life.
Repression in Russia, in particular the cases of Vladimir Kara-Murza and Alexei Navalny
Madam President, I am very happy to be in full agreement with Mr Verhofstadt today. Once again Russia is condemned to have its best children in prison and its worst bandits in the palaces of power. Once again the Russians are condemned to ignore all their rights as people. Again the Russians are condemned to die by the whims of a tyrant. Again, as in 1937, Russians who tell the truth disappear from their homes. The sick who are now in the dungeons are not Mandelshtam, Bábel, Solyenitsin or Sakharov, but Vladimir Kara-Murza and Alexei Navalni. They are again the heroes, the best of Russia. It is not German or Ukrainian Nazis who threaten, mistreat, imprison and lead to the death of Russians; He's a tyrant again. History will condemn him and admire the heroes, but we have to take action. In this sense, we have the EU Magnitsky Act, which can be applied immediately to very specific people.
Situation in Peru (debate)
Mr President, Peru has suffered a lot in recent years and especially in recent months. But their democracy has won a great battle against totalitarians, with a democratic muscle and strong institutions like no other country on the subcontinent. Its communist president, Pedro Castillo, elected in dubious elections, launched a coup last December. He wanted to accelerate the path to a narco-communist regime under the Sao Paulo Forum and the Puebla Group, the alliance of the communist movement and drug trafficking, such as the regimes of Venezuela, Nicaragua and Cuba that fed it and those that are brewing in Colombia, Chile, Argentina and Brazil. But Peru's institutions reacted and stopped the coup. There the dead were wanted by subversion, they were not wanted by the government to which they were opposed. But for now, democratic Peru has defeated totalitarian forces. The democracies must help to strengthen this democratic Peru and its institutions, and not the communist regimes that harass it, and that have taken a huge setback by not being able to take it to their camp, which is what it was about. See, moreover, Mr Borrell, your pampered Lula, that much praised Lula, now the great ally of Russia and China, the enemy of the West, the one who will protect all subversion in the subcontinent that. And let's see if we learn a little bit from it all. Let's see if we learn a little bit from all this and we are confirming everything.
The need for a coherent strategy for EU-China Relations (debate)
Mr President, Mr Borrell, the People's Republic of China is a strategic rival and adversary of the interests of Europe and of the way of life of the so-called free world, of which Europe is a part with America – with the United States as well – and which penetrates every day in Africa, in Ibero-America, in Asia and in Europe itself. As we are seeing, in Europe we are selling much of our infrastructure, our ports and our rail networks to China. Finally, in this Parliament – where so many useless things are being done for which we have neither powers nor influence – a very serious thing was done, namely the report on a new EU-China strategy of September 2021, which gave the keys to separating us once and for all from that absolutely lethal dependence that had been created in the last two decades. But again, certain countries, which seek to impose ideological criteria on everyone else in the European Union, defend their own interests separately and, of course, still do not demand due reciprocity. And they've all rushed to Beijing, one after the other, to defend their own interests. Thus, every year Germany increases its exchange with China, which is its main trading partner, and the French President and the President of the Commission herself allow themselves trips to Beijing that end up being little less than a fiasco for everyone and for Europe, except, perhaps, for French contractors. Europe must not and cannot stop trading with China, but it must recover many of the relocations made and prevent others, such as those planned by Merkel, Macron and von der Leyen with Xi Jinping, behind the backs of Europeans... Deaths at sea: a common EU response to save lives and action to ensure safe and legal pathways (debate)
Mr. President, right, every death at sea is a drama. But many of these tragedies are preventable and some willingly take them on to continue the immense business of human trafficking to Europe. The culprits in the deaths are not the nations that protect their borders, but the policies of uncontrolled immigration and the irresponsible knock-on effect that drive crowds into the sea and risk their lives in the hands of traffickers. The mafias of traffickers are not only made up of criminal gangs that seduce with promises and collect fortunes. Your necessary collaborators are false humanitarian organizations led by the extreme left, supported by all of you, and that collect human merchandise in stipulated places at sea, the last link in the chain of slaveholders of the 21st century. Meanwhile, in Spain and Europe the effects of this illegal immigration are skyrocketing: the collapse of services and the escalation of insecurity, violence and crime. All to get cheap labor. If they want to end the deaths in the sea Giorgia Meloni shows the way: closing death routes, repatriating illegals and jailing traffickers, ships and dispatches.
The functioning of the EEAS and a stronger EU in the world (debate)

The report by rapporteur Urmas Paet calls for a reform of the European External Action Service (EEAS) to give it more powers and more power; and, incidentally, also to change the way of voting in the Council through the back door, so that the dominant ideology of the EEAS, so marked, is imposed and has no one to oppose it. The war in Ukraine has brought some surprises, such as Mr Borrell finally being forced to put himself – for once – on the right side of history. No, no, no, no, no, no, In Venezuela, the EEAS has invented the conditions for holding elections under the tyrant Maduro that are as absurd as they are ridiculous. Violence against opposition activists in Equatorial Guinea, notably the case of Julio Obama Mefuman

In November 2019, four opposition members – two of Spanish nationality – were abducted in South Sudan by Obiang agents. After being imprisoned and tortured in Guinea, they are sentenced to 60 and 90 years in prison for attempted coup d'état. Spanish police get evidence that Carmelo Obiang, a son of the dictator living in Spain, is the perpetrator of the kidnapping. Spanish judge Santiago Pedraz issues an arrest warrant, but within days, as police prepared to arrest him, he revokes it. Send a request to Obiang, public, with no summary secret now. This one, logically, runs away. Then one of the condemned Spaniards dies in prison: Julio Obama Mefuman. Now the socialists want to condemn Obiang and his dictatorship in generic terms, but they forget – and want to forget – the succulent trade relations of socialist leaders of the PSOE, such as José Bono, Miguel Ángel Moratinos and Rodríguez Zapatero, with the Obiang dictatorship. We condemn the crimes of the dictatorship, but the Spanish Government must explain what happened so that Judge Pedraz would allow the culprit to flee, revoking that summary secret and the arrest warrant. We want to know.
The erosion of the rule of law in Greece: the wiretapping scandal and media freedom (topical debate)
Madam President, the scandal of wiretapping in Greece has spread endlessly and, as often happens in these cases, there are already so many injured that it will be increasingly difficult to find the culprit, because there are many injured and few benefited. That a state-building dynamic is being created in all European countries at the expense of citizens' rights seems very clear. We are seeing it dramatically in Spain. But the lack of transparency is one thing that affects us all. Here López Aguilar was speaking before the problem of the lack of rights that is being created everywhere and very particularly in Spain. In that sense, I think the alarm bell has to start from here. But with regard to transparency here, the Commission should start by explaining to us, for example, what it puts in those messages it had with the head of Pfizer talking about vaccines. When we know that and we have transparency here, we can ask Mr Mitsotakis for transparency and we can ask for it elsewhere. In the meantime, we're here talking in a vacuum.
Establishment of an independent EU Ethics Body (debate)
Mr President, it has been necessary for a vice-president of this Parliament, a socialist, to be in jail today in order for us to know about Qatargate, Moroccogate and corruption, of course, which may have been key in a policy of privilege to Morocco that has seriously damaged Spain's interests. But these arrests have also been necessary for us to know about the NGO Fight Impunity, one of the hundreds of leftist NGOs that swarm this House. They do so with complete freedom, as we know, with Mr Panzeri, with the socialist Cazeneuve, with the filocommunist Mogherini and with Emma Bonino, who was a member of that Santer Commission that had to resign en bloc in 1999. This is not only happening in Parliament, what we see here and it hurts us so much. Borrell, with the Socialist Group, coordinates with the Cuban Embassy – a dictatorship – its actions. Borrell justified that Delcy Rodríguez, violating the sanctions of the European Union, arrived in Spain and left there forty suitcases, which we do not know where they have gone. A drug trafficker sanctioned by the European Union and a member of a criminal government. We also don't know anything about Huawei's apologists. Why do they do it? Do they do it for free? And what about the Pfizergate? Where are the messages exchanged by von der Leyen with Pfizer CEO Bourla? It was said that they were going to bring them. They have not appeared, as we well know. New codes of ethics are not needed here, nor are new fees charged for new diets. Here we need honesty and love of truth. That, many here, is prevented by their ideology.
The storming of the Brazilian democratic institutions
Mr. President, everyone here seems to agree very much. I very much agree that we must strongly condemn the violence that took place in Brasilia on the 8th, with the assault on state buildings that represent the democratic state of Brazil, and we must all firmly condemn it and hope that those who really participated in it will have a fair trial. However, I do not remember anyone right now who has recalled that, in 2017, Lula’s supporters stormed and set fire to three ministries in Brasília – three ministries burned in Brasília by followers of Mr Lula. Mr. Lula founded the Forum of São Paulo, the great narco-communist network that exists at the moment in Ibero-America and that is burning all democracies. Mr. Lula founded it with Mr. Castro. Mr. Castro is not known as a democrat who came to power, precisely, peacefully. The government parties – socialists and communists – have close ideological and corruption links with dictatorships, as in the case of PDVSA with Venezuela or the sending of money to Podemos, the communists, from narco-states such as Venezuela and Bolivia. Spain's government has forced, manipulated and even abolished laws and pressured judges and put politicians they trust as magistrates to help criminal coup plotters and free terrorist murderers, because it depends on their minority votes to continue governing. That's what socialists and communists like so little to talk about here, because we know the relationship that exists between them and those partners in Iran.
