Misappropriation for thieving politicians has been reduced. Laws are passed that free rapists of women and children. Genital mutilation of minors or desecration of graves is permitted. We can agree on the analysis, but we will never agree that the solution is to strip the Spaniards of their sovereignty. On the contrary. The rules, especially the Nitrates Directive, need to be changed, transparency improved and import tariffs on nitrogen fertilisers temporarily suspended. The European Commission's proposals for state aid are few and symbolic. Strong action is needed to increase European fertiliser production, ensure competition and ensure availability to our farmers. And that is why, today, exceptionally, we will vote in favour of the resolution.

Madam President, Commissioner, the Qatargate scandal has had to happen, that is, they have had to steal in broad daylight, in order for this Parliament to pretend that it is doing something and admit that, perhaps, these entities should be investigated a little. We've been warning the entire legislature: all Community legislation on the financing of NGOs needs to be reviewed and the indentation of public funds curbed. If NGOs were a country, they would be the 5th economy in the world, an opaque power that manages billions of public euros without control by voters, capable of influencing elections and destabilizing governments. They operate freely in the corridors of this Parliament and the Commission and, when they are not paid by Qatar, Morocco or China, they work in the service of multinationals and oligarchs, such as Soros, or directly at the orders of abject mafias such as those involved in the trafficking of human beings in the Mediterranean, or promoting the Islamization of Europe and the subjugation of women, such as FEMYSO, linked to the Muslim Brotherhood. Every European company is audited every last public euro it receives. But NGOs live in the paradise of impunity. Perhaps it is time for national parliaments to start asking for missions to Brussels to find out how and what money is being spent here.

Mr President, Madam Minister, sustainable solutions in the area of asylum and migration. What we know is what is not sustainable. It is not sustainable to confuse refugee and immigrant. It is not sustainable to define as irregular the one who enters illegally, when the weight of the States falls on any European when he presents his taxes a day later. It is not sustainable to offer jobs to illegals when there are millions of unemployed Europeans. It is not sustainable for a Moroccan citizen, with an expulsion order not executed by the Sanchez government, to murder a sacristan and injure a priest and several parishioners in a church in Algeciras. It is not sustainable that, of the 682 000 illegal immigrants that Eurostat said existed in 2021, only half have an expulsion order and 10% of these orders are executed. According to Article 3 of the Treaty on European Union, the Union must provide Europeans with an area of freedom, security and justice in which freedom of movement is guaranteed in the field of external border control, asylum, immigration, the prevention of and the fight against crime. Terrorist attacks are spreading throughout Europe's cities and our compatriots are demanding at least a serious, in-depth and data-driven debate. We therefore propose that a declaration on public security and the terrorist threat in Europe be made at this part-session in the light of the recent knife attacks in Spain and Germany.
