The next item on the agenda is the report by Jean-Marc Germain and Monika Hohlmeier, on behalf of the Committee on Budgets and the Committee on Budgetary Control, on the implementation of the conditionality regime (2025/2061(INI)) (A10-0240/2025). The next item on the agenda is the debate on the Commission statement explaining the car package (2025/3024(RSP)) and I will start by giving the floor to Wopke Hoekstra on behalf of the Commission.

In accordance with Rule 251(4) of the Rules of Procedure, I would like to inform you that no request for a vote has been made on the corrigendum announced yesterday at the opening of the plenary session. The corrigendum is therefore deemed to have been adopted and will be published on the Plenary website.

The recommendation for a decision not to object to an implementing act submitted by the ENVI Committee, which was adopted on Monday 15 October. December, was announced, no objections were raised within the 24 hour deadline. In accordance with Article 114(6), the Recommendation is therefore deemed to have been adopted and will be published with the texts adopted.

The non-attached Members sent the President a decision on changes to appointments to committees. This Decision shall be entered in the minutes of today's meeting and shall enter into force on the date of this announcement.

There's a blue card from Mr. Sieper. Mr. Sieper, I ask you: I will then have to remove you from the list of spontaneous interventions – would you rather have a blue card or a spontaneous intervention?
