Madam President, Madam President of the Commission, Your speech had a lot of ambitious accents, which, of course, should be in such speeches. But we know that people believe in works, and there are works that have been done well, for example, on overcoming last winter's energy crisis, on how to support Ukraine politically and financially. There is also a good commitment in today's speech to step up the fight against human smuggling crime or to welcome Ukraine to the European Union without convening a Convention or amending the treaties of the European Union for a long time. But in your speech, Madam President, there was no word about military capacity in Europe, which is far behind our transatlantic partners, and this is certainly seen by Ukrainians and also by the citizens of Eastern Europe who live next to the aggressor. Citizens also see what is happening in the context of global change and geopolitically important parties. It is of the utmost importance to maintain all maximum cooperation with our global Western partners. And that would, in my opinion, be a more important message to security at the end of the speech than a call to think big. And in other words, actually say "Let's make Europe great again!". I think the accents could have been better.

That concludes Question Time. Thank you very much, Commissioner Urpilainen. I would also like once more to apologise to all those who were not able to speak during Question Time.
The next item is Question Time (Commission) (Rule 137). Commissioner Jutta Urpilainen is kindly invited to attend this Question Time. Question Time topic: EU-Africa Strategy. This question time will last about 60 minutes. As usual, it will take one minute to ask a question and two minutes to reply. Speakers in the first round will have the opportunity to ask a 30-second follow-up question with two minutes to reply. I recall that a possible supplementary question can be asked only if it is closely linked to the main question and is not a new one. If you wish to ask a question, I invite you to register it now using the catch-the-eye function on your voting machine after you have inserted your voting card. The questions will be taken from the floor and I urge all speakers to respect the speaking time allocated. Colleagues may need a few moments to register their request to ask a question via the voting machine. I therefore once again invite you to submit your request now, and we will start with the first question.
