La primera votación se refiere a la solicitud de la Comisión REGI de un procedimiento de urgencia para modificar el FEDER, el Fondo de Cohesión y el Fondo de Transición Justa en lo que respecta a medidas específicas para abordar los retos estratégicos en el contexto de la revisión intermedia. (véase el acta, punto 8.1).

Recordemos lo que Europa ha soportado. Hablemos con orgullo de lo que Europa ha construido. Y nunca olvidemos. El tributo más poderoso a los que cayeron yace no solo en el recuerdo, sino en la resolución. En las elecciones que hacemos. En los valores que defendemos. En la paz que buscamos.

Estimado Presidente Costa: queridos António, queridos diputados, distinguidos invitados, queridos veteranos, queridos amigos, nos reunimos hoy en esta Casa de la Democracia Europea para conmemorar un aniversario solemne y significativo: 80 años después del final de la Segunda Guerra Mundial en Europa: el conflicto más grande y más mortífero de la historia de la humanidad y la razón misma por la que nació nuestra Unión. Nos reunimos para recordar a los que lucharon y a los que cayeron. Honramos su coraje, su sacrificio y su desafío frente a la tiranía. Recordamos, para que los horrores del capítulo más oscuro de Europa nunca se repitan. Lucharon para que pudiéramos vivir en paz. Sacrificaron sus vidas para que pudiéramos vivir en libertad. Arriesgaron todo para que nuestros hijos pudieran crecer seguros. Siempre los recordaremos. Pasemos ahora a nuestras pantallas para ver un cortometraje que cuenta la historia de ese momento decisivo de hace 80 años. (Se mostró un vídeo en el hemiciclo) Hace ochenta años, en una escuela de ladrillo rojo en Reims, a pocas horas al oeste de donde estamos ahora, la Alemania nazi firmó su rendición incondicional, poniendo fin a la guerra en Europa. A la mañana siguiente, las armas habían caído en silencio. En Londres, París y Praga la gente salía a las calles. Se abrazaron. Cantaban. Lloraban, con alegría, con alivio, pero también con dolor. Fue un día que muchos temían que nunca vivirían para ver. Después de casi seis largos años, la guerra en Europa finalmente había terminado. Pero para millones, la paz llegó demasiado tarde. Decenas de millones de vidas se habían perdido. Entre ellos, seis millones de judíos. Comunidades enteras fueron borradas. Generaciones enteras aniquiladas. Ciudades enteras reducidas a cenizas. Muchos de los que sobrevivieron se enfrentaron a la hambruna, el desplazamiento y la enfermedad. Durante una generación, el trauma dejó su marca en el silencio. Millones de niños en toda Europa crecerían sin padre, sus madres sin marido. La guerra había terminado, pero las heridas eran profundas. Y para millones en toda Europa, 1945 no trajo liberación, sino un nuevo tipo de opresión. A medida que el agarre de Stalin se endurecía, una Cortina de Hierro descendió sobre Europa, dividiendo países, familias y vidas. Para la gente de Varsovia y Riga, Bratislava y Berlín Este, el final de una lucha marcó el comienzo de otra, y pasarían décadas antes de que pudieran ser verdaderamente libres. Después de la guerra, Europa quedó en ruinas, pero su espíritu no se rompió. Y en todo el continente la gente comenzó el trabajo tranquilo y digno de reconstrucción. No solo con ladrillos, sino con esperanza. Los nombres que bordean los pasillos de nuestro Parlamento —Schuman y Adenauer, Spaak y De Gasperi, Churchill y Monet— eran hombres que habían vivido la guerra, que habían enterrado a hermanos, perdido amigos y visto arder ciudades. Y sin embargo, eligieron la reconciliación sobre la venganza. Eligieron creer que los antiguos enemigos podían convertirse en socios, que la cooperación no era una debilidad sino una necesidad. Y de su coraje nació una nueva Europa. Una Europa que rechazó el veneno del pasado y se atrevió a construir la paz. Y es gracias a ellos que estamos hoy aquí en un Parlamento de naciones, de antiguos enemigos convertidos en amigos, unidos por una promesa compartida: Nunca más. Hoy, hace cuarenta años, el presidente Ronald Reagan se presentó ante este mismo Parlamento y habló con profunda admiración de lo que habíamos logrado. Estas fueron sus palabras: Europa, querida Europa, eres más grande de lo que sabes. Usted es el tesoro de siglos de pensamiento occidental y cultura occidental; Eres el padre de los ideales occidentales y la madre de la fe occidental. Europa, tú has sido el poder y la gloria de Occidente, y eres un éxito moral. En los horrores posteriores a la Segunda Guerra Mundial, rechazaste el totalitarismo; rechazaste el señuelo del nuevo superhombre y un nuevo hombre comunista; Probaste que eras y eres un triunfo moral. Ustedes en Occidente son una Europa sin ilusiones, una Europa firmemente arraigada en los ideales y tradiciones que hicieron su grandeza, una Europa sin ataduras y sin restricciones por una ideología en bancarrota. Hoy sois una nueva Europa al borde de un nuevo siglo, una comunidad democrática de la que hay mucho de qué enorgullecerse». Las palabras del presidente Reagan no fueron solo un reconocimiento de lo lejos que había llegado Europa, sino un llamado a proteger lo que se había construido. Tenemos una profunda deuda con los hombres y mujeres que hicieron posible esa paz, y algunos de ellos están hoy aquí con nosotros. Es mi más profundo honor dar la bienvenida a tres hombres extraordinarios que vivieron esa guerra y que aún conservan sus recuerdos: Robert Chot, Janusz Komorowski y Janusz Maksymowicz. A ustedes, y a todos aquellos que no están con nosotros hoy, les decimos simplemente: Gracias. (La Casa se levantó y aplaudió) Tu coraje encendió la hora más oscura de Europa. Arriesgaste tus vidas para que pudiéramos vivir las nuestras. Elegiste resistirte. Elegiste la esperanza. Y nunca lo olvidaremos. Han pasado ochenta años, pero la historia no ha terminado. Una vez más, la guerra ha regresado a nuestro continente. Una vez más, las ciudades están siendo bombardeadas. Civiles atacados. Familias destrozadas. El pueblo de Ucrania está luchando no sólo por su tierra, sino por la libertad, por la soberanía, por la democracia. Al igual que nuestros padres y nuestros abuelos una vez lo hicieron. Este Parlamento siempre apoyará a los que buscan la paz, la libertad. Nos oponemos a quienes lo destruyen. Nos oponemos a la tiranía. Y la tarea que tenemos ante nosotros hoy es la misma que entonces: honrar la memoria, proteger la democracia, preservar la paz, una paz justa, real y duradera.

I have received an alternative proposal from the S&D Group that Council and Commission statements entitled ‘The illegal visit of President Erdoğan to the occupied areas of Cyprus’, with one round of political speakers, be added as the last item on Wednesday afternoon, without a resolution. I will give the floor to anybody who wants to speak against having this discussion in the first place. As no one wishes to speak against, Mr Geadi, do you agree with the alternative proposal from the S&D Group, on the title and the resolution?

OK, but now you will see that there is space because the previous two items were not accepted, so we will have it on the agenda on Wednesday, as the Renew Group asked, and the vote was taken. For Thursday, the ECR Group has requested that a Commission statement on ‘The illegal visit of President Erdoğan to the occupied areas of Cyprus – escalating threats against the Republic of Cyprus’ be added on Thursday morning as the second item. The statement would be wound up with a resolution. I give the floor to Geadis Geadi to move the request on behalf of the ECR Group.

The agenda for the next session will then be adopted during this Conference of Presidents. So we vote now on the Renew Group request to have it this week. (Parliament approved the request) The agenda is changed. The sitting will be extended until 23:00.

We now come to the order of business. The final draft agenda as adopted by the Conference of Presidents on 30 April pursuant to Rule 163 has been distributed. For Wednesday, The Left Group has requested that a Commission statement on ‘Reported drone strike against the humanitarian civil vessel Freedom Flotilla and its implications for maritime security and humanitarian activist protection’ be added on Wednesday evening before the debates on cases of breaches of human rights, democracy and the rule of law. As a consequence the sitting would be extended to 23:00. I give the floor first to Özlem Demirel to move the request on behalf of The Left Group.

I would like to inform you that I have received the following requests for urgent procedure pursuant to Rule 170(6): – from the ECR Group, and jointly from the EPP, S&D and Renew groups, on the following legislative file: CO2 emission performance standards for new passenger cars and new light commercial vehicles for 2025 to 2027; – from the ENVI Committee on the following legislative file: The protection status of the wolf (Canis lupus); – from the ECON Committee: amendments to the Capital Requirements Regulation as regards securities financing transactions under the net stable funding ratio. I would like to inform you that, since the adjournment of Parliament's session on 3 April, I have signed, together with the President of the Council, three acts adopted under the ordinary legislative procedure in accordance with Rule 81 of Parliament's Rules of Procedure. I would also like to inform you that on Wednesday, I shall sign, together with the President of the Council, another three acts adopted under the ordinary legislative procedure. The titles of the acts will be published in the minutes of this sitting.

The LIBE, PECH and – jointly – the SEDE and ITRE committees have decided to enter into interinstitutional negotiations pursuant to Rule 72(1) of the Rules of Procedure. The reports, which constitute the mandates for the negotiations, are available on the plenary webpage and their titles will be published in the minutes of the sitting. Pursuant to Rule 72(2), Members or political groups reaching at least the medium threshold may request in writing by tomorrow, Tuesday 6 May at midnight, that the decisions be put to the vote. If no request for a vote in Parliament is made before the expiry of that deadline, the committees may start the negotiations.

I would like to inform you that I have received a letter from the Chair of the Legal Affairs Committee concerning the verification of the legal basis for the SAFE proposal. In accordance with Rule 138, the Legal Affairs Committee verified the Article 122 legal basis at its meeting of 23 April. It voted unanimously that Article 122 of the Treaty on the Functioning of the European Union was not the appropriate legal basis, so I will give the floor to the Chair of the Legal Affairs Committee, Ilhan Kyuchyuk, to share the committee's conclusions.
