Dear Madam President, President-in-Office of the Council, Vice-President of the Commission, Of course, the European Council's decision on this EUR 800 billion is a step in the right direction. However, let us ask whether, three years ago, we could not lift this clause, which prevented 650 billion Member States from investing in the military industry and defence. And also these 150 billion out of SAFE the programmes seem to be subject to excessive conditionality - heard today from the President of the European Commission - which could have the same fate as the Recovery and Resilience Facility. What should Europe do at this crucial moment? In my opinion, convincing quick steps, such as increasing sanctions on the Russian shadow fleet at least to the level of US sanctions against them, not buying Russian liquefied gas, confiscating frozen Russian resources and sending aid to Ukraine, well, at least about 1% of GDP on the military side. Yes, it is not a pleasant position for the US administration, but Europe's best response would be to act as a demonstration, which would show that the only crucial option for us is to maintain (within NATO) a strong security position for the West.
Well, you catch the question because you understand the language, but for the interpreters it was very difficult, so I do apologise.
