Madam President, thank you for your leadership in the contact group and the recent events. And thank you to both institutions, the Council and the Commission, of course, for this legislative proposal. Is everything now better? Of course definitely it's better for farmers and it's better for regional authorities involved in the processes of NRPPs and also cooperation with the Commission. But on this big part of the budget, which is related to national and regional partnership plans, is everything fine now on the common agricultural policy and on the cohesion part of it? I don't think so. Because even if it's the lower framework that is now set in the NRPPs for common agricultural position, we know that there is already one pillar, the first pillar of the common agricultural policy, with different payments for hectares. At the same time the second pillar, rural development, in some Member States who have bigger envelopes and can reach support for farmers who can compete in a single market of farming products, this could also be a disadvantage, which can discriminate some players in the market. I think it still should be fine‑tuned. And the second part related to cohesion in NRPPs, so some Member States – definitely closer to the eastern flank, let's be honest – have to spend part on defence issues and not concentrate on cohesion policy or the traditional targets of economic and social cohesion. It should be fine-tuned as well in the legal acts coming from this point of view and also in future negotiations.
