Madam President, ladies and gentlemen, The decision of the Azerbaijani Parliament to suspend cooperation with the European Parliament, with us, marks a new low point and shows how great the political tensions have become. But just as disagreements grow, conversation channels must not be closed. That is why it is important for me to say one thing clearly: The European Parliament is and will remain a place of open debate. Especially when discussions are inconvenient. When this House raises human rights violations or rule of law issues, it is not for the sake of confrontation, but because it is part of our democratic mandate. Criticism of restrictions on freedom of the press and the handling of opposition figures or of deficiencies in the rule of law is legitimate and necessary. Partnership does not show itself in avoiding criticism – partnership shows itself in being able to withstand criticism. That is why, ladies and gentlemen, I regret the decision to suspend parliamentary cooperation with our European Parliament and, in particular, with EURO‑NEST. Especially in difficult times, we need conversation formats. Closing political channels of dialogue complicates mutual understanding and leaves influence to other actors in a geopolitically very tense region and situation. We also need to look to the future. Azerbaijan is a major player in the South Caucasus and a significant partner of the European Union in energy, economic and security policy. Our goal must therefore not be escalation, but a responsible handling of differences. This means a clear stance on human rights and the rule of law, but at the same time a willingness to keep channels of dialogue open. I also want to make one thing clear: Our criticism is not directed against the people of Azerbaijan. Exchange between science, culture, youth and civil society remains important. It is precisely these connections that create long-term trust and a good basis for future, hopefully constructive cooperation. Europe stands for principles, but also for responsibility. Both belong together, and both should guide our relationship with Azerbaijan.
