The new 2028-2034 Multiannual Financial Framework: architecture and governance (debate)
Since the European Commission presented the proposal for the financial framework for the period 2028-2034 in July, our group has expressed a critical position and expressed our concern about the architecture of the future MFF and we have informed its President accordingly. This weekend, the European Commission presented an informal paper with a proposal on National Plans. We found that this document does not respond to our demands, neither as S&D Group nor as European Parliament as the risk of renationalisation persists, conditionality linked to the European Semester is maintained, there is no response to our proposal that the European Social Fund should retain a specific and reinforced budget line, the legislative framework should be more binding as regards the participation of the regions and the introduction of the so-called "rural objective" is clearly insufficient to ensure the integrity of the two pillars of the CAP. Today opens a debate that will last about a year. To reject the proposal would require a majority which, to this day, does not exist in this parliament. The S&D group will therefore be critical, but will be actively involved in negotiations within the European Parliament and subsequently with the Commission and the Council to improve it.
