Dear colleagues, today we are joined by our friends and global inspirations, Sergey Tihanovski and Sviatlana Tsikhanouskaya. Dear Sergey, it is an honour and a joy to welcome you after five long years of brutal and unjust imprisonment by Lukashenka’s regime. This House has been calling for your freedom since day one, and it is so good to see you finally free. (Applause) Dear Sviatlana, as a longstanding friend of this House and an outspoken voice both for Sergey’s freedom and for the freedom of all Belarusians, it is an honour to welcome you to the Hemicycle once again. (Applause) Now, for the first time, you are with us together in Europe’s House of Democracy — reunited and ready to continue your shared fight for a free Belarus. Thank you both for agreeing to address us today, because yours is an incredible European story of endurance and the struggle for democracy, and this House applauds your courage and fortitude. Just minutes ago, I announced Andrzej Poczobut from Belarus as a winner of this year’s Sakharov Prize for Freedom of Thought, together with Mzia Amaglobeli from Georgia. Like you, dear Sergey, Andrzej was imprisoned under false charges and tragically is still jailed. And as members of Belarus’ democratic opposition awarded the 2020 Sakharov Prize, I am sure you both can appreciate this prize’s importance in recognising Andrzej’s work and his plight. Today, this House sends the clearest of messages to Andrzej Poczobut, to all those still cruelly and unfairly imprisoned by Lukashenka’s regime, and to all Belarusians still hoping and pushing for a free, democratic future: the bonds that bind us Europeans cannot be broken. Europe understands that the age of dictators is over. Over the last three years, Members of this House – many of you – have sent hundreds and hundreds of postcards carrying messages of hope and support to Belarusian political prisoners. I wrote one personally to Sergey. Last year, this House signed a letter of intent on cooperation with the Belarusian democratic forces which deepens our collaboration and condemns the acts of Lukashenka’s regime. Now, dear friends and colleagues, we must build on this momentum and push for the release of the over 1 200 political prisoners still behind bars. As you say, dear Sviatlana, 'We can’t stop, we have to keep working'. Sergey, Sviatlana, your vocal defiance and your presence here today are proof that the fight for a free and democratic Belarus is alive and strong. Europe stands with you and will continue to support your efforts. Long live Europe, and long live free Belarus.

Negotiations ahead of Parliament’s first reading (Rule 72) (action taken)

I have received separate requests for a vote in Parliament from The Left, the Greens, the ECR, the PfE, the ESN and individual Members reaching the medium threshold on the decision of the EURI Committee to enter into negotiations on the following file: 'Corporate sustainability reporting and due diligence requirements'. The vote will be held today by secret ballot. Concerning the joint decision of INTA and ITRE committees to enter into interinstitutional negotiations pursuant to Rule 72 (1), announced that the opening of the session on Monday 20 October, I have received no request for a vote in Parliament by Members of political groups reaching the medium threshold. The INTA and ITRE committees may therefore start negotiations.

Order of business

Now we come to the order of business. We will first adopt the agenda and then take the points of order. The final draft agenda, as adopted by the Conference of Presidents on 15 October pursuant to Rule 163, has been distributed. With the agreement of the political groups, I wish to put to the House the following proposals for changes to the final draft agenda. The following objections are added to Thursday’s voting session: two objections pursuant to Rule 114(3) on 'Specifying a methodology for assessing greenhouse gas emissions savings from low-carbon fuels'. These are the deadlines: for amendments, tomorrow, Tuesday, 21 October, at 13:00. Split and separate votes: also tomorrow, at 19:00. If there are no objections, these changes are approved. We will now move to changes requested by political groups. For Tuesday – tomorrow – the S&D Group has requested that Council and Commission statements on ‘Criminal intimidation against investigative journalists in the EU: the attempted attack to Sigfrido Ranucci’ be added on Tuesday afternoon, after the debate on the Commission Work Programme 2026. As a consequence, the sitting would be extended to 23:00. I give the floor to Sandro Ruotolo to move the request on behalf of the S&D Group.

The INTA/ITRE committees jointly and the JURI Committee have decided to enter into interinstitutional negotiations, pursuant to Rule 72(1) of the Rules of Procedure. The reports which constitute the mandate for the negotiations are available on the plenary web page, and the titles will be published in the minutes of the sitting. Pursuant to Rule 72(2), Members or political groups reaching at least the medium threshold may request in writing by tomorrow, Tuesday, 21 October at midnight, that the decisions be put to the vote. If no request for a vote in Parliament is made within the deadline, the committees may start the negotiations.

Following the appointment of Marie-Pierre Vedrenne to the French Government, Parliament takes note of the vacancy of her seat from 12 October 2025, in accordance with the Rules of Procedure. The competent authorities of Czechia have notified me of the election of Antonín Staněk to the European Parliament replacing Filip Turek with effect from 4 October 2025. The competent authorities of France have notified me of the election of Jérémy Decerle to the European Parliament replacing Marie-Pierre Vedrenne with effect from 12 October 2025. I welcome our new colleagues – some of them were with us before – and recall that they take their seat in Parliament and its bodies in full enjoyment of their rights pending the verification of their credentials.
