Good afternoon, dear colleagues, today we are joined by the President of Montenegro, Jakov Milatović. Dear President, welcome to this Parliament. Thank you for your commitment and your leadership. I am especially pleased that this comes so soon after you hosted us in Montenegro at the first EU–Western Balkans Summit and after I had the honour and privilege to address your Parliament earlier this month. This is, dear colleagues, Europe's enlargement moment, and Montenegro is leading the way. You have closed nearly half of all the accession chapters. Work has started on drafting the accession treaty. And our parliaments are cooperating closely to align legislation. In fact, this Parliament has always been a great supporter of Montenegro, and you can count on our continued cooperation as we approach the final stretch to accession. Because we understand that enlargement is not a gift; it is a two-way street that benefits all of us across Europe. That is why we want your voice in this House as we make decisions; your ideas and insights, as we debate the direction of our continent; your expertise and your energy as we work towards a better future for all Europeans. Montenegro belongs in this Parliament and in our Union. And one day soon we may see Montenegrin Members of the European Parliament joining colleagues in these seats. We are nearly at the finish line and, when we get there, we will cross it together. So, dear President, welcome again. I give you the floor.

Announcement by the President

Dear colleagues, this session we will be trying out some innovative ideas – based on a lot of your input individually and that of your groups – in order to make these plenary sessions more effective and our debates more accessible, and to allow for better organisation of MEPs' work. I would like firstly to thank you all for your engagement and commitment as we take this first step. The status quo is always the easiest route, but I think if we've learned anything at all, it's that this House never shies away from adapting when necessary. And we all have a commitment and an obligation to all those we represent – who elected us – and to this institution that we must continue to live up to. You have all received the information by email, but let me reiterate some of the key measures that I would ask you, please, to keep in mind over the next couple of days. First of all, we will have fixed start and end timings for debates, which are now displayed on the agenda. This means that all of us will be required to respect the allocated speaking time. It applies to us and the other institutions that we give the floor to. It will mean that the plenary sittings will end at 20:30 today and at 19:00 tomorrow and on Wednesday to allow more flexibility for you to attend other parliamentary meetings, such as committees, trilogues and group meetings. We will ask the Commission to intervene during the debates – to respect and react and respond to Members, rather than only as a final intervention. A session with the Commission, in the form of Question Time on Tuesday afternoon, has been added. Increased use of blue cards will be allowed, the special format for key debates will be maintained and, importantly, short personal statements by Members to rebut remarks concerning them will be taken immediately to allow Members to respond directly when needed. I thank you all in advance for your cooperation and your efforts. This depends on all of us, but let's try to make it work.

Welcome

Thank you, Mr Buxadé. So yesterday you were aware that the session was suspended by agreement for the duration of the Order of Merit conferral ceremony. This allowed for guests to enter the Chamber, including the laureates – who would otherwise not have been allowed to come in – their families and some staff members who worked on the event. As usual with events in the European Parliament, Members of the European Parliament who wanted to join the ceremony of course had priority for seats in the room, as in fact happened. And I think we should be in agreement that this was a proud moment for this House. And I would like to thank all the services who worked so hard to bring it to fruition.

Negotiations ahead of Parliament’s first reading (Rule 72) (action taken)

I have received a request for a vote in Parliament, from the PfE Group, reaching the medium threshold, on the decision of the TRAN Committee to enter into negotiations on the following file: periodic roadworthiness tests and technical roadside inspection. This is the roadworthiness package. I have also received a request for a vote in Parliament, from the Greens Group and The Left Group, reaching the medium threshold, on the decisions of the ECON Committee to enter into negotiations on the following files: amending Regulation 2017/2402 for securitisation and creating a specific framework for simple, transparent and standardised securitisation; and prudential requirements for credit institutions as regards requirements for securitisation exposures. The vote will be held tomorrow. Concerning the other decisions by the TRAN and PECH committees to enter into interinstitutional negotiations, pursuant to Rule 72(1) announced at the opening of the session last Monday, I have received no request for a vote in Parliament by Members or political groups reaching the medium threshold. So these committees can start negotiations.
