Monitoring the application of European Union law in 2023, 2024 and 2025 (debate)
Madam President, Commissioner, ladies and gentlemen, I would say that the report on the application of EU law highlights an intolerable paradox: States are sanctioned for not transposing rules that the Commission itself makes inapplicable, delaying the technical acts necessary for their implementation. The cases are emblematic: Italy is in breach of the Transport Directive but the digital protocols have arrived from Brussels close to the deadline. The "Houses" Directive green" blocks subsidies for gas boilers but the criteria for defining a hybrid boiler as environmentally friendly do not yet exist. The EED imposes savings but without the coefficients to calculate them. But who will be responsible for these delays on the part of the Commission? It wouldn't take much. The adaptation deadline for States should start from the adoption of the last technical act of the Commission and not from the entry into force of the main text. It is a proposal that is always present in my amendments. It is not acceptable to sanction States for non-compliance by the Commission.
