Mr President, ladies and gentlemen! Today is a good day for a more social Europe. At night, the European Parliament and the Council agreed on common bases for calculating the minimum wage. Now we are discussing the establishment of a social climate fund. With the Green Deal, we promised to make Europe the first climate-neutral continent by 2050. We have promised to work for a socially just energy transition. The Social Climate Fund stands for all these promises that we do not want to leave anyone behind in this necessary transformation process. Linking emissions trading to the Social Climate Fund is essential. This is the only way to ensure that the funds from the ETS are used precisely in the sectors from which they originate. The Climate Fund must benefit those who suffer most from rising prices and transformational changes. Addressing energy and mobility poverty requires both short- and long-term measures. It is a shame that as early as 2019, a quarter of European households – around 50 million people – could not afford to heat their homes adequately. Russia's war in Ukraine contributes to this. We therefore urgently need to help; The fund is our answer.

The minutes of today's and yesterday's sittings will be submitted to Parliament for approval at the beginning of the next sitting. If there are no objections, I will forward the resolutions adopted at today's sitting to the persons and bodies referred to in those resolutions.

The next item on the agenda is the debate on the report by Terry Reintke, on behalf of the Committee on Civil Liberties, Justice and Home Affairs, on the 2021 Commission Rule of Law Report (A9-0139/2022) (2021/2180(INI)).

After inserting your voting cards into the voting machine, you can use your voting machine to request spontaneous interventions and blue cards. I assume that you have all introduced the voting card because we first carried out roll-call votes. The first request concerns the proposal for a Regulation of the European Parliament and of the Council amending Regulation (EU) 2016/1628 as regards the extension of the powers of the Commission to adopt delegated acts. Before the vote, only the applicant and a speaker against the request, together with the Chair or rapporteur of the committee responsible, may be given the floor. Does anyone want to talk about it? That is not the case. I therefore put the motion to the vote. (Parliament decided on the urgency.) The vote will take place tomorrow, Thursday 19 May 2022 at 12 noon. Amendments can be tabled until today, Wednesday 18 May 2022 at 5 p.m. The deadline for requesting split and separate votes is today, Wednesday, at 8 p.m. The second request concerns the proposal for a Regulation of the European Parliament and of the Council amending Regulation (EU) 2018/1727 of the European Parliament and of the Council as regards the collection, preservation and analysis of evidence related to genocide, crimes against humanity and war crimes by Eurojust. Before the vote, only the applicant and a speaker against the request, together with the chair or rapporteur of the committee responsible, can be given the floor.
