EU cybersecurity and preparedness in view of advanced AI systems (debate)
Madam President, ladies and gentlemen, we must not fear progress, but we must govern it, so that technology remains at the service of man and does not escape the control of society. The risks of artificial intelligence are there for all to see: from deep fakes to even more serious threats, cyberattacks, large-scale identified vulnerabilities, attacks against critical infrastructure and essential services. Let's not just talk about digital security, let's talk about national security and hybrid warfare: hitting a state without moving a tank, paralyzing networks and manipulating information. Implementing our regulatory tools is necessary, but standards alone are not enough. The political point is this: Europe cannot become the continent that regulates technologies produced, trained and updated by others. Our global competitors are racing, developing more and more innovative models, while we are in tremendous delay. And the future is not waiting for us: we need advanced European models of artificial intelligence, secure clouds, computing capacity and cybersecurity. This is the new front of geopolitical independence, because governing AI means reaffirming the primacy of politics over technology: Not to curb the future, but to prevent others from writing it for us.
