Presentation of the programme of activities of the Polish Presidency (debate)

The Polish Presidency programme presented at today's plenary session set out important priorities that fully coincide with Hungary's interests: border protection, strengthening the economy and developing agriculture. On behalf of TISZA, I would like to stress the importance of these goals and their common potential. The Polish Presidency's strong commitment to protecting the EU's borders is essential not only for Poland, but also for Hungary. A strong and effective border protection system is an essential condition for the security of our citizens and the protection of the EU's external borders. Similarly, Polish efforts to strengthen the economy, in particular the creation of a business-friendly environment, are of paramount importance. In particular, Prime Minister Tusk called for simplification and deregulation to be accelerated. The competitiveness of Hungarian small and medium-sized enterprises and raising the standard of living of families are in our common interest. The Polish programme for the development of agriculture is also exemplary. The direct support of farmers and the development of rural communities are vital for Hungarian agriculture and rural areas. Finally, strengthening energy security is also urgently needed, as security of supply and access to affordable energy are essential for Hungarian people and businesses. The TISZA community fully supports the cooperation with the Polish Presidency to jointly and successfully achieve these common goals and to continue the fruitful work of our long friendship.

Rule of law, fundamental rights and misuse of EU funds in Slovakia: the need for an EU response (debate)

Dear Madam President, I thank the People's Party for supporting the initiative of Tisza, which is important not only for Hungarians in Slovakia, but for all freedom-loving Slovak citizens. Especially after the Fidesz-KDNP party in Brussels prevented Tisza from putting the topic on the agenda in December. It is astonishing that in 2026, the European Union is restricting freedom of expression through police action. Article 11 of the Charter of Fundamental Rights is clear. Freedom of speech cannot be an empty declaration, so member states and the EU cannot tolerate intimidation, cannot be silent about the return of the logic of collective guilt, because it weakens its own credibility. We are not questioning Slovakia, we are questioning the Slovak government. We therefore expect a clear response from the Commission to the letter from Tisza. How long will they remain passive? When will they take action against the practice of the discriminatory Slovak government and political persecution?

Madam President, I'm sorry. Lithuania is a sovereign country. Lithuanians make their own decisions about their own institutions, and it is very important to state that. At the same time, in Lithuania, the far-right ally of the current Hungarian government is now urging actions that undermine public media. As a Hungarian Member of Parliament, I therefore consider it my duty to speak out on this matter, because what we are seeing now in Lithuania eerily reminds me of what has been happening in Hungary for more than ten years. Same pattern, same logic. The case of a slow cooked frog. This is one of the Hungarian Prime Minister's favourite parables, but unfortunately he tells this about us, the people living in Hungary. They do not change the system all at once, but in small steps, and by the time we notice it, the water has already boiled and it is too late. First there are technical changes, then there are innocent changes, and finally there is unlimited control over the public media. This is how they take over the narrative, this is how the critical voice is silenced, and this is how democracy is weakened. It is no coincidence that the Lithuanian far-right is closely associated with the Orbán regime. The outgoing Hungarian prime minister received the party's anti-Semitic leaders just days ago, and shortly afterwards this bill arrived. Authoritarian forces learn from each other, copy methods, and always start with the media and culture.

Restoring control of migration: returns, visa policy and third-country cooperation (topical debate)

Mr. President, please. Europe is not facing a single crisis today. Security, economic and geopolitical tensions shape our lives and decisions at the same time. In this context, migration is not an ideological debate, but a very practical and governance issue. It's about how we can adapt to change without giving up our principles and values. Our position, the position of the Tisza, is clear. When we get into government, we don't let in illegal migrants and we don't let out smugglers, but we keep the border fence. However, a fence is not a strategy in itself. Physical protection is only worth something if it is backed by a swift and enforceable legal order. What does that mean? Firstly, swift pushbacks and returns, swift decisions and swift procedures, a responsible conditional visa policy, result-oriented cooperation with third countries and strong external border protection. The protection of the external borders is a shared European responsibility, and it is very good that we have made significant progress in this respect in recent years. What is a shared responsibility is also a shared funding. Poster policy is not border protection, loudness is not control, the Tisza does not shout about migration, the Tisza will manage migration.

The urgent need to combat discrimination in the EU through the horizontal anti-discrimination directive (topical debate)

Mr. President, please. In this debate today, we are not only talking about a theoretical issue, but unfortunately, we are talking about very real problems that live with us. One of these problems is that today in one of the Member States of the European Union, Slovakia, people may be disadvantaged because their origin and nationality are not what the nationality of the Slovak nation is. In Slovakia, it is still possible to deprive people of land and property on the basis of historical laws because their ancestors are not Slovaks. In connection with this, the Slovak Parliament passed a law last week that criminalizes open speech about the past, injustices and minority rights and punishes it with up to six months of imprisonment. This is especially sad for us because it affects the Hungarian-speaking minority living in Slovakia. Another reason for my disappointment is that the outgoing Hungarian government does not stand up for the Hungarians in Slovakia, because this would jeopardise good relations with Bratislava's ally Robert Fico. In exchange for friendly relations, the government is abandoning Hungarian communities for the second time this year, after standing up for the openly anti-EU and anti-Hungarian Simion in the Romanian presidential election. We are here in Parliament to make it clear: the rights of minorities, including Hungarian minorities, are non-negotiable and cannot be sacrificed on the altar of individual political ambitions and businesses.

Allegations of espionage by the Hungarian government within the EU institutions (debate)

Madam President, I'm sorry. A few weeks ago we were preparing to commemorate the heroes of the Hungarian Revolution and War of Independence here in the European Parliament on the eve of 23 October. Those brave Hungarians who fought against Russian oppression nearly seventy years ago and gave their lives for freedom. But unfortunately, now we must not only remember, but also be ashamed, because another scandal of the outgoing Orbán government casts another shadow on our country. According to the information that came to light, as we have heard, the Hungarian Permanent Representation was uniquely placed in the service of secret service interests years ago, when Olivér Várhelyi, today's EU Commissioner, was Hungary's ambassador. This was not clear at the time, but the Orbán government no longer hides the fact that it represents Russia's interests in Europe, while the Hungarian people have always been in favour of freedom, democracy and the Western alliance. We, the community of the Tisza, believe and profess, dear ones, that Hungary's place is in Europe, in the family and community of free nations, where the memory of the heroes is cherished and not betrayed. Where the memory of the heroes is carried on. We build the legacy of 1956 not on fear, but on courage. 56 His inheritance is not the inheritance of servitude, but the inheritance of liberty. We protect this heritage, and we will continue to represent it tomorrow at the National March in Budapest.

General budget of the European Union for the financial year 2026 – all sections (debate)

Madam President, I'm sorry. Thank you for this opportunity and I would like to thank you for your support in including our amendment on Erasmus+ in the text of the budget. On this basis, the envelope of the programme would be increased by an additional EUR 5 million. Thank you very much! In the debate on the EU budget for 2026, we need to remember that Europe's strength lies not in prudence, but in responsible ambition. Knowledge, creativity and solidarity are the foundations of true competitiveness. It is therefore worrying that the Council proposal would reduce resources for the Erasmus, European Solidarity Corps and Creative Europe programmes. Young people have a key role to play in the innovation that will shape Europe's future. Erasmus is an investment in a Europe where the dreams of young people are more important than the interests of power. For us in Hungary, too, it is a fundamental goal to continue to build a common future, because Europe's strength lies in its young people. This is what the Tisza will be working on now and in the future as well.

The decision to impose a fine on Google: defending press and media freedom in the EU (debate)

Mr. President, please. Whoever controls advertising money controls the media. This is no longer a simple option, but one of the greatest modern-day risks to freedom of the press. Google's case has clearly shown how dangerous it is for a single technology giant to be able to determine where advertising revenue flows and thus indirectly influence which media survive and which disappear from the market. That is why it is important that the European Commission has decided, and the nearly EUR 3 billion fine it has imposed, sends a message that economic power must not rise above democracy. In Hungary we see another face of this distortion. It is not the market, but politics that has captured the press. With state advertising and public money, the current government and its courtyard have built a media empire in which fidelity is worth much more than the truth itself. Where the independent press is not a partner, but an enemy who has little or no advertising. We Europeans therefore have a twofold task: to curb technological monopolies and to curb the state propaganda machine. This is why we will fight in Hungary, and this is why we must fight here in Parliament. Only in this way can we preserve freedom of information and, with it, the very essence of democracy.

Common agricultural policy (joint debate)

Dear Madam President, TISZA, as a party of farmers and the countryside, supports all ideas that make life easier for farmers while strengthening their place in the food chain. According to TISZA, there is a need for an incentive system that rewards producers who produce healthy food and do so in a sustainable way. We also support quadrupling the flat-rate support for small farmers and increasing the resources of young farmers. However, the package before us does not go far enough in terms of simplification. We see that the administrative burden on farmers is still unbearable in many respects. We demand drastic administrative cuts. It is not enough to argue that EU funds should only be audited once a year. Make sure that this once-a-year date also serves as a date for the regular official controls in the Member States. At the same time, we support a move towards written contracts, but in accordance with the domestic market and reality.

This is Europe - Debate with the Prime Minister of Luxembourg, Luc Frieden (debate)

Dear Madam President, Dear Prime Minister, We Europeans have learned, because we have had to learn, as you have pointed out, that what is equally important for European nations can be achieved through dialogue and cooperation: peace and prosperity. What the EU was not prepared for, and for a long time did not believe that this was possible, is that the leader of a country – as it happens, the outgoing Prime Minister of my country – is abusing this dialogue and cooperation and is unjustly using for his own purposes, for his own benefit, what falls on us from the common ground. While the Hungarian Prime Minister spoke about stopping illegal migration ahead of others, in the meantime, he himself let the other Member States smugglers out of thousands of prisons. It has discredited the policy of strict border surveillance for many years with its duplicity, to which we are only slowly returning at European level. I hope that we will soon get to the point where the EU will also give money to the fence that protects the common border. The current Hungarian government accuses the EU of flawed economic policy, and they are destroying the Hungarian economy with 60 different taxes and an unprecedented increase in corruption in Europe. The economic policy of the TISZA government will be based on legal certainty, low taxes, increased pensions and a decent livelihood, because only a strong, sovereign Hungary can uplift its citizens and play its part in the construction of Europe in a creative way.

Our Chair, Mr Weber, was also talking about it, so I think there is ample evidence that this is a serious issue, and we are fighting against illegal migration as much as we can.

State of the Union (debate)

Dear Madam President, Europe is not a burden, it is a guarantee. It protects our citizens, promotes prosperity and fair competition. On the other hand, Hungary's most corrupt prime minister ever spoke about the collapse of the West and the EU, while his daughter and her family were evacuated to the West before the elections. After 15 years of Fidesz-KDNP rule, hundreds of thousands of Hungarian families are struggling with livelihood problems and the burden of more than 60 new or increased taxes. We, the community of Tisza, want a competitive Hungary, so we will reduce the taxes of working people. The lowest earners will be able to take home up to HUF 20,000 more per month, and the minimum wage tax will be reduced to 9%. This is how we create a fair and liveable European future in Hungary and make the country a constructive member of the EU.

State of play of implementation of the European Media Freedom Act in the Member States (debate)

Dear Mr President, Dear Minister, Dear fellow Members, The European Media Freedom Act is a very important element in preserving our European and national identity. The provision, which will enter into force in less than a month, sets a minimum framework for media freedom. The issue of media freedom is not only a matter of legislation, but also a measure of a healthy, democratic society. I'm from Hungary. I am experiencing what it is like when the government settles on the public media and influences the press by distorting the advertising market. I am also aware, as I experience it every day, how the power uses the media and its co-workers as a weapon to force its own narrative on us with false questions. This is exactly what this regulation does not allow. This decree is about the public service media not being the mouthpiece of a single political camp, but really serving among them, informing and creating opportunities for debate. This is the job of the media. Those who have power but are afraid of media issues are actually afraid of their own people. I believe that free information is the lifeblood of the nation. That is why we support this legislation.

The Commission’s 2024 Rule of Law report (debate)

Dear Madam President, How is it possible that today in Hungary, who draws attention to the government's erroneous decisions and corruption, it is necessary to fear for its existence? Why is it that when someone questions the government's decisions, they are persecuted and made impossible? Because, dear fellow Members, today in Hungary there is a self-interested government that builds its power on intimidation and lies. Legislation, which often contradicts good morals and is also in force retrospectively, is often created under the guise of night, without social debate. Thus, all the actions of the government are legal, but in fact hypocritical and autocratic. Their only real goal is the power and strengthening of the representatives of the state party sitting with us here in Parliament. The current Hungarian government betrays the future of the Hungarian people, but we do not accept this. The Tisza will govern on the basis of the rule of law. We will eliminate political influence in the judiciary, in education, in relations with churches and civil society organisations. We will restore freedom of the press and assembly and make budgetary management transparent. We bring predictability and legal certainty to support the lives of families and the day-to-day operations of SMEs. "Hungary will be beautiful again, worthy of its old reputation".

The Hungarian government's drift to Russia-style repression: legislative threats to freedom of expression and democratic participation (debate)

Madam President, I'm sorry. At today's meeting, against our will and intent, the umpteenth, deeply anti-democratic step of the Orbán regime, the Transparency Law, commonly known as the Law of Impossibility or Censorship, is again on the agenda. The Tisza community is continuously increasing its advantage over the governing party, and more and more people are supporting the change. The Hungarian government feels its loss and therefore raises a stake. A doomed regime clings to power. What is at stake is the dismantling of freedom. The government speaks of child protection, but does not provide protection against paedophiles. He talks about transparency, but because of his immense corruption, our country is losing EU funds. He's talking about peace, and now he's proven he's preparing for war. Most recently, he also clearly betrayed our foreign Hungarian compatriots when the Prime Minister stood up for the openly anti-Hungarian and ultimately failed Romanian presidential candidate. This draft legislation that we are debating today is trying to distract us from these and the cost-of-living crisis, the luxury of the NER rich. The bill, which has been dubbed the Transparency Act, is nothing more than another Putin tool for Fidesz supporters to arbitrarily label anyone as a foreign agent: journalists, civilians, politicians, without any reasonable suspicion. The aim of the new draft legislation, dear Members, is to silence critical voices and intimidate, which, if successful, will also seriously jeopardise the freedom and integrity of elections. But the head of government has reckoned. He waited for fear, but met with resistance. People are tired of it, and an increasing number of people see the need for change, and there is a chance for that now. We are peaceful and we want peace, but we want peace. I was pleased to hear the Commissioner speak, and we ask that with the same attention and concern the Commission follow what is happening in Hungary and take the necessary steps if people's safety and freedom are put at risk. The word condemnation or moral outrage is not enough, because Orbán lives from it. Actions and concrete steps are needed.

Delivering on the EU Roma Strategy and the fight against discrimination in the EU (debate)

Dear Mr President, A society is strong when everyone finds their place in it and feels good about themselves in that society. Our fellow Roma citizens are not "issues" or "issues", but people who live with us, work with us, raise their children and with whom we shape our common future. Our strategy can only be to create conditions where everyone can have access to quality education, work, basic services and live in dignity. Thank you for what you said, Commissioner, about what the European Union is doing, what the European Union is encouraging in order to implement the Roma strategy and the fight against discrimination. But what matters is what the Member States can do. This is how the strategy itself becomes a reality. And if we look at this, we have a lot of difficulties in Hungary. The government's policy of fear-mongering and sharing has only deepened the exclusion of Roma communities in recent years. Although they talk about improvements, they often exist only on paper or no longer there. There are more projects from which money has been stolen than have actually been realised. 90% of Hungarian Roma still live in extreme poverty on the margins of society. Our social policy stance is aimed at the interests of society as a whole, and we are working to serve the uplifting of all lagging strata. We need to create a legal and financial environment that finally gives us respect and a real chance, not just promise.

Recent legislative changes in Hungary and their impact on fundamental rights (debate)

Dear Mr President, This may sound strange on this subject, but I'm actually bringing you some good news. Although Hungary has been ruled by an authoritarian, selfish and hypocritical power for 15 years, people dare to assume that they have had enough, and thus there is a real chance for change in the country. And what's the best way to show that change is near? As you may have experienced, Fidesz has always shown itself to be brazenly confident. But seeing TISZA's confident advantage in public opinion polls, it is now desperately rushing and becoming increasingly aggressive. The Prime Minister and his circle are afraid of his power, of his wealth accumulated through corruption. That is why it is taking increasingly harsh decisions and measures, as has been the case in recent weeks with legislative changes, some of which have just been reported by the Commissioner. Let me also say that there are further amendments to the Constitution. This in turn expands the government's toolbox for emergency governance. There has been an emergency in Hungary since 2020, dear friends. From now on, the government can override the law with decrees. Their latest bill threatens the mandate of MEPs if Fidesz inspectors find even the slightest error in our asset declaration. The purpose of these desperate actions is to divide society, to limit our fundamental rights, and to keep authoritarian power at all costs. But my dear friends! In Hungary, a new world is awakening that will not let itself be. Péter Magyar and we travel the country ourselves, and more and more people dare to stand up from the smallest settlements to the largest cities. Our referendum initiative launched a week ago has already been filled in by nearly 600,000 people, and what gives me personally the greatest encouragement and hope is that more and more people are talking in smaller and larger communities all over the country, which we call islands. Despite all the Fidesz hate-mongering and divisions. People exchange views and work together to find solutions to local and national problems. People aren't afraid. Dear fellow Members, The government, feeling the danger, is using every means to break the people's desire for change. But change is inevitable.

Union of Skills: striving for more and better opportunities to study, train or work in the EU and to bring our talents back home (debate)

Mr. President, please. The most talented young people and the well-educated workforce from Hungary and many other European countries often look elsewhere for opportunities and prosperity, and they find this, because in other places it is easier to set up a company, it is easier to develop innovation, and in many other conditions they find relief compared to what welcomes them in Europe. In addition to the economic and legal difficulties, there are also political pressures on people, as is happening in Hungary today. It also drives many people out of their country. That is why I consider it a very important element of this proposal to encourage talents working in third countries to return home and contribute their work to the prosperity of their own country and Europe. In Hungary, too, this is one of our important ways out of the economic crisis, but achieving this requires political change. At the same time, we know that there is no adequate workforce without training and further training. It is therefore necessary to use modern methods in public education as well. The proposal also proposes to further strengthen the link between education and industry and to support social mobility. This is the way to develop a Union where skills and job opportunities develop together, so that we can build a strong Europe.

What I mean by the heart of Europe is that we live and must live in a Europe where European countries voluntarily cooperate to create a safe, secure and mutually supportive Europe. This requires European countries to cooperate, help each other and respect each other. This is what I mean when I talk about the heart of Europe.

European Council meetings and European security (joint debate)

Madam President, dear colleagues, usually I speak Hungarian, but I'm compelled to speak English because I need to speak to the people of Europe on behalf of my fellow Hungarians. In an increasingly uncertain global political situation we need a strong Europe, which requires the establishment of a new security system. Unfortunately, there is a risk that my country, Hungary, will not be part of this because the current Hungarian Prime Minister serves foreign interests. The country's economy is in despair, inflation is soaring and corruption is our present and our future. The government is isolating Hungary. It claims to seek peace, but in reality it endangers the security of Hungarians and that of the whole of Europe. The vast majority of Hungarians believe that Hungary's place is in Europe. Everyone must clearly understand that. Hungary's home is Europe, and Europe's security is equal to Hungary's security. We, the opposition, the Tisza party, are ready to lead Hungary back to the heart of Europe. Our future lies in a strong, secure and prosperous Europe, not in the shadows of the Kremlin.

Political crisis in Serbia (debate)

Dear Madam President, In Serbia, tens of thousands of young people have said in recent months that they have had enough of murderous corruption. They realized that corruption meant not only stealing money, but also sacrificing lives. The tragedy of the building in Novi Sad claimed the lives of 15 people, as we have already heard, and this was not the result of chance, but of a system in which money and power are more important than people's well-being and safety. Therefore, a poor quality investment was made. We know this system, and we live in this system. We also know in Hungary what it means when public money loses its character as public money. The hypocritical Vucic regime has long lost the trust of the people. Like his friend Orban, the head of state systematically and continuously interferes with the sovereignty of other countries. A policy that does not operate on the basis of European values, but solely on the basis of the interests of individuals, is coming to an end in Serbia and other countries, including Hungary. But we also know that change is possible in a community, and it is not a political issue. It's a question of our future. In Serbia, young people say that public money is not a prey, that the country does not belong to parasites, and that the future is not for sale.

Russia’s disinformation and historical falsification to justify its war of aggression against Ukraine (debate)

Madam President, I'm sorry. Extremist and autocratic regimes are often used to influence society by controlling the interpretation of history. Russia has long used a reinterpretation of history to justify its attempts at domination. Through the example of Ukraine, we can see that where their territorial claims cannot be enforced with weapons, they try to justify their aggression with false myths, disinformation and manipulation of public opinion. In Hungary, we call the state-sponsored and hand-held practice of reinterpreting the events of our history in accordance with political goals and ideological narratives a memory policy. We can go through that, too. Manipulating the interpretation of history does this, confusing, weakening, and ultimately weakening our self-esteem and self-confidence. Let us not allow the reinterpretation of history to be used as a weapon.
