Mr President, ladies and gentlemen, the Republic of China, Taiwan, is a reliable partner and Taiwanese are shaped by democracy, freedom and an open mind that embraces innovation. With our vote today we recognize that in the last twenty years Taiwan has strengthened democratic institutions, social and political rights and individual freedoms and we stand by Taiwan, which wants to remain free, sovereign and independent, cultivating proactive peace diplomacy, especially towards China, even when this militaristic and authoritarian state only shows that it wants to intimidate. Taiwan denies any form of coercion and is an exemplary model for other countries in Asia and the Indo-Pacific. Therefore, every form of collaboration, from culture to semiconductors, from security to the economy, from health to value and supply chains, is a clear mutual strategic interest: Working together for human progress. We are united in the defense of human progress and its freedom and we must defend Taiwan, so that Taiwan can continue to live in this way. The Commission, the Member States of the European Union warn China: We will defend Taiwan.
Madam President, ladies and gentlemen, Commissioner, protecting the military digital networks and the networks of our intelligence communities guarantees the full sovereignty of the Member States, non-interference in our policies, in the freedoms of European citizens and also in our interests in the world. Our adversaries want to corrupt, degrade, replace our model of Western liberal democracies with their authoritarian model. Who will win this war? cyber in the coming years? Without a doubt, if divided we will lose and be stripped of our competitive advantages and our certainties. It is therefore necessary to create a working group for the cyber intelligence, shared between the Union and the Member States, allowing for a common diplomatic response. Europe will rise to the challenge cyber Sino-Russian? Not through a simple document. Europe needs leadership, vision and action in the context of cyber.

Mr President, Mr Borrell, ladies and gentlemen, this proposal is a good example of how we can build open strategic autonomy. Therefore, I invite you to build bridges of diplomacy. The European Union, the Eurasian Economic Union and the Shanghai Cooperation Organisation share a broad area of development: Eurasia. And let's not forget the Eastern Economic Forum, which connects the Arctic to the Pacific. Aware of such a strategic interest in Europe, we do not tire of seeking dialogue and persuading Russia that promoting peace, justice and fundamental rights is the right path and is above all the stone on which Russian glory has rested for centuries: Christianity. Convincing Russia that the challenges posed by China are more dangerous than those posed by the West will be our line of political action.

Madam President, ladies and gentlemen, I will focus on the Council conclusions on Turkey. While acknowledging the important strategic role of security and trade, as well as the role of key ally for NATO, and bordering on situations of war and frontline instability, both for NATO and for the European Union, we must forget that our external relations are driven by values. This is unforgettable. Erdogan's Turkey has become a clear systemic rival in the Mediterranean, the Middle East and the Caucasus. Erdoğan's Turkey is an unrelated state. The root of our diversity and distance lies precisely in his repressive political use of Turkey's vast know-how in the fight against terrorism. A repressive political use that has deteriorated the rule of law, fundamental rights, freedom of religion, other social freedoms and democracy is unacceptable to us.
