EU-Mercosur Trade Agreement (debate)

Madam President, Commissioner, I understand farmers' concerns about the tariff reductions brought about by the trade agreement with Mercosur, and that is why we need to engage intensively with them and find acceptable solutions for them. But I am deeply convinced that free trade brings healthy competition, lowers prices for consumers, leads to innovation and investment. The agreement offers European companies and farmers new stable outlets, access to strategic raw materials and cheaper imports of commodities that we cannot grow ourselves. In addition, the agreement includes European food safety standards as well as control mechanisms. The deal with Mercosur is also a chance for European companies at a time when a trade war with the US is imminent, when Putin has blocked trade with Russia with his aggression, and China is a security-problem partner. That's why the agreement has my support.

Further deterioration of the political situation in Georgia (debate)

Mr President, colleagues, the Georgian Dream party has succeeded in the elections thanks to a policy of war and Western scare or the use of various conspiracy theories. Their dubious outcome was also based on the control of the media by the oligarch who owns this party. No wonder the Georgians took to the streets. Power's response to long-standing protests is totally inadequate. We are watching the brutal police crackdown on demonstrators, beatings of opposition politicians and journalists by regime minions. We see violent actions to intimidate all those who are bothered by strange elections and the reversal of foreign policy orientation towards Russia. Further tightening of the screws in Georgian politics is also on the agenda. Let us continue to support pro-Western political forces and support sanctions against those who have turned against their own citizens.

Ceasefire in Gaza - the urgent need to release the hostages, to end the humanitarian crisis in Gaza and to pave the way for a two-state solution (debate)

Mr President, thank you for the floor. The pictures of the release of the first three hostages must have filled everyone with joy or even emotion. It is good that there has been an agreement on a ceasefire and the release of the prisoners. Thanks to both the outgoing US administration and incoming President Trump. This agreement is not black and white either. The need to release hundreds of Palestinians, often convicted of terrorism, carries a considerable aftertaste and security risk. The way Hamas fighters have approached the release of the first three hostages also confirms what their true face is. We have listened for months to the fact that there are only suffering women and children in Gaza, and now we see that this is not the case. And now terrorist Hamas is propagandistically talking about its victory. Let us remain on the side of democratic Israel, even if Hamas stops adhering to the next phases of the deal.

Challenges facing EU farmers and agricultural workers: improving working conditions, including their mental well-being (debate)

Mr President, ladies and gentlemen, Commissioner, European agriculture is facing several different challenges that require our full attention. Our farmers and other agricultural workers provide us with enough food every day and also take care of the countryside. However, it faces uncertainty, bureaucracy and undervaluation. It is necessary to simplify administrative processes, which often disgust farmers from continuing their activities. Crazy bureaucracy discourages even young people who would like to do business in agriculture, but not under such conditions. We must encourage and support young people to see agriculture as an attractive and important profession, for example by investing in education and innovation. Otherwise, we will soon face threats to food security and further rural depopulation. We also need to ensure that farmers have a fair position in the agri-food chain. We cannot ignore the fact that their products are sold at prices that do not even cover the ever-increasing cost of their production. The future of our agriculture depends on the people who make it. Let's support them as they deserve. It's also in our interest.

Russia’s disinformation and historical falsification to justify its war of aggression against Ukraine (debate)

Madam President, there is a lot of misinformation associated with Russia's aggression against Ukraine that is not based on historical reality. In the Czech Republic, we are currently encountering one incredible misinformation. Supporters of Russia are spreading the story that we must be grateful to Russia and understand its policy in Ukraine, because Russia liberated us from the Nazi occupation in 1945. This pro-Russian fifth column adds, however, that Ukrainians were responsible for our occupation in 1968, when Soviet tanks suppressed the Prague Spring. The fact that an independent Ukraine did not exist at that time does not matter to them. He talks about the fact that there were many Ukrainians in the occupying units of the Soviet army and many members from Soviet Ukraine in the Politburo of the Soviet Communist Party. It's absurd, but it's spreading. Let us defend ourselves against all such distortions of history.

Topical debate (Rule 169) - Budapest Declaration on the New European Competitiveness Deal - A future for the farming and manufacturing sectors in the EU (topical debate)

Mr President, our competitiveness is being killed by bureaucracy and regulation. Our farmers are supposed to provide quality food and be properly rewarded for it. They're not supposed to sit at stacks of papers or spend time with hundreds of checks. I'm glad we're finally talking about the need for change, but most importantly, we need to take action. No further reports and strategies for competitiveness will help us. We need to revise the legislation, we need to ensure legal certainty and predictability of the environment. It is not possible to adopt legislation without quality impact studies, which we will receive on time. And let's work on it now.

EU actions against the Russian shadow fleets and ensuring a full enforcement of sanctions against Russia (debate)

Madam President, sanctions against Russia are similar to the fight against crime. Just as criminals are always one step ahead of the police when inventing various criminal tricks, so Russia is always inventing new ways to circumvent sanctions. Let us keep this in mind, but above all let us not succumb to the propaganda that sanctions do not work. One of Russia's other scams is the Russian shadow fleet, through which Russia is trying to counter restrictions on the oil trade. In response, the European Union is to follow the path chosen by the United Kingdom. The use of obsolete and uninsured vessels is an attack on the sanctions regime, but also a great danger of environmental accidents and pollution of the world's seas. We will ban these ships from European ports and sharpen sanctions wherever Russia tries to circumvent them.

One year after the 7 October terrorist attacks by Hamas (debate)

Madam President, exactly one year ago, Palestinian Hamas terrorists infiltrated the south of Israel and murdered, raped and kidnapped Israelis. Even after a year, some of those who were kidnapped in Gaza are not back home, and to this day we do not know what their fate is. We must not allow these crimes to be relativised, as unfortunately happens today and every day in the streets of many Western European capitals. The voices that Israel is to blame for the attack itself, or that the Palestinians have only defended themselves, must be firmly and unequivocally rejected. Israel is not in an easy position. He must defend himself on several fronts against enemies who are trying to destroy him and erase him from the map. Mr Borrell spoke here about the suffering of the Palestinians. I agree with that. The civilian population in Gaza is suffering immensely, but this suffering was not caused by the Israelis, it was caused by Hamas. Hamas, Hezbollah, and above all, Iran are real enemies of our values and our civilization, which Israel is now defending. We stand with Israel!

Droughts and extreme weather events as a threat to local communities and EU agriculture in times of climate change (debate)

Mr President, ladies and gentlemen, I know very well what droughts are, but also what floods are. We are dealing with them right now, not only in the Czech Republic. However, it sometimes seems to me that the debate in this plenary is guided by the slogan ‘We command the wind, the rain!’. A slogan I know from the past from the communists in the Eastern Bloc. We just don't command nature. What we can do, however, are adaptation measures to help us better manage these extreme weather events. We need to make complex landscape and hydrological stabilisation elements, such as dams, pools, ponds, retention reservoirs, infiltration strips, windbreaks, etc. In other words, measures to retain water in the landscape, prevent soil erosion, promote biodiversity and contribute to the overall resilience of the landscape. We need to take these measures across Europe, but taking into account the needs and specificities of individual states, regions and municipalities. Only in this way will we be better prepared for various weather fluctuations.

The deteriorating situation of women in Afghanistan due to the recent adoption of the law on the “Promotion of Virtue and Prevention of Vice”

Mr President, ladies and gentlemen, the situation of women in Afghanistan is critical. Under the rule of Taliban Islamic fundamentalists, the situation of women is deteriorating on a daily basis and their universal human rights are being blatantly violated. If the European Union is serious about its values, it must be able to find a decisive and hard answer. The entire Taliban movement and its senior officials must be fully and uncompromisingly sanctioned and face charges at the International Criminal Tribunal for crimes against humanity. Unfortunately, it's not just Afghanistan. Let us remember neighboring Iran and women's struggle for their rights there as well. A few days ago was the sad anniversary of the assassination of Mahsa Amini by the Ayatollah regime in Tehran. If there's one thing we can call femicide, it's what's happening in Afghanistan and Iran before our eyes.

Outcome of the Strategic Dialogue on the Future of EU Agriculture (debate)

Mr President, I expected the strategic dialogue to provide constructive impetus for change in the common agricultural policy, to bring concrete proposals to reduce bureaucracy in agriculture, to come up with proposals to prepare for the future enlargement of the European Union. It didn't happen. On the contrary, more and more regulations, bureaucracy, protectionism and calls for more money are emerging from the report on strategic dialogue. No proposals for a rational and effective reform of the common agricultural policy. If there is anything concrete that I fundamentally disagree with in the report, it is the prioritisation and promotion of crop production, and therefore a targeted change in the diet of the population. The emphasis only on crop production and even its tax and other advantages completely threatens the competitiveness and sustainability of agriculture and the food sector. And it would also have a major negative impact on the functions of our nature and landscape that we need to adapt to climate change. If we want an effective, functional and long-term sustainable common agricultural policy that generates quality and affordable food, we need to involve not only the non-profit sector and only some farmers, but also states, the European Parliament and other farmers who have not yet been involved in this dialogue. Only in this way will the result reflect reality.

Production and marketing of plant reproductive material - Production and marketing of forest reproductive material (joint debate - Plant and forest reproductive material)

Mr President, quality seeds and seedlings are the basis of any agri-food system. Quality seed is important for all farmers, regardless of whether they are small or large, organic or conventional, whether they grow cereals or vegetables. Unfortunately, the Committee on Agriculture adopted a proposal for a regulation on plant reproductive material, which allows uncontrolled seeds, seedlings and cuttings to be placed on the market. This effectively creates a parallel market that is not subject to rules, obligations or supervision. This is not in favour of small and medium-sized European seed and breeding companies and farmers. Paradoxically, this will only be supported by huge multinational companies that produce seeds outside Europe and bring them here expensively, because we will eliminate small and medium-sized seedlings in Europe. If the proposal does not change significantly, please, we should not support it.

Mr President, ladies and gentlemen, we all know about the accusations against several former and current politicians from different countries. We know that they were systematically bribed with Russian money. Our government in the Czech Republic has already imposed national sanctions against the organisation behind the pro-Russian propaganda campaign and the two persons responsible for it. Russia continues its efforts to influence European public opinion and politics in order to weaken our assistance to Ukraine. I believe that other states will follow up on the work done by the Czech security services and Russia will not achieve its goals of undermining European support for Ukraine. We all need to be vigilant.

Promised revision of the EU animal welfare legislation and the animal welfare-related European citizens’ initiatives (debate)

Mr President, I am sure we all agree that animal cruelty does not belong in a civilised society, and unfortunately we are constantly seeing and keeping silent about such cases. Two concrete examples for everything. Firstly, cage farming – we have already approved a ban on cage farming in the Czech Republic since 2027. I therefore call on the European Commission to include in the 2025 work programme a proposal to ban cage farming across the European Union. It is also scientifically proven that animals that live in good welfare have better, higher-quality yields, meat, eggs. The second example is dogs tied to a chain 24/7, all their lives. It is completely unnecessary cruel treatment of animals. I could list many more examples of this, and I hope that the next Commission will address this issue fairly.

Need to address the urgent concerns surrounding Ukrainian children forcibly deported to Russia (debate)

Madam President, it must be clear to everyone that Putin did not attack Ukraine because of some perceived threat from NATO enlargement or because of the alleged protection of Russian-speaking minorities. Putin looked up in the history and tradition of Russian colonialism and imperialism, and perhaps the most disgusting face of this Russian vision of the world are the crimes he commits against children and adolescents. The violent abduction of Ukrainian children into Russia and the attempt to destroy them is nothing more than the implementation of a plan to destroy the Ukrainian nation, destroy its language, culture, identity, future. Perhaps the worst part of all this is the Russian Red Cross's cooperation in these crimes. One day, Putin and his faithful will have to answer for this. And we have to work on that, too.

Need to impose sanctions on the import of Russian and Belarusian food and agricultural products to the EU and to ensure stability of EU agricultural production (debate)

Mr President, in recent weeks and months, there has been widespread misinformation that the European market has been flooded with cheap Ukrainian grain and that European farmers are suffering because of this. Imports of agricultural commodities from Ukraine have returned to the same level as before the war. And there are even commodities where it has fallen significantly, for example, in oats. On the contrary, what is growing significantly is the import of Russian commodities. As data for 2021, 2022 and 2023 show, imports of barley and wheat have multiplied. It is clear that Russia is also waging a hybrid war on agriculture. It uses disinformation about Ukrainian grain exports to the European Union to undermine our support and fuel hatred against Ukrainian farmers. It also uses food as another weapon in its war of aggression against Ukraine for more than two years. And it's not just a weapon against Ukraine. It is a weapon against Europe, against the whole world and against global food stability. I am strongly in favour of imposing sanctions on imports of agricultural commodities from Russia and Belarus into the European Union. It is not Ukrainian grain that threatens European farmers, it is Russian grain.

The murder of Alexei Navalny and the need for EU action in support of political prisoners and oppressed civil society in Russia (debate)

Mr President, political trials, prisons amid the desolate Siberian plains, and the mysterious deaths of dissidents and political rivals are like Solzhenitsyn's Gulag Archipelago. But it is the sad and cruel reality of today's Russia under the tyrannical and mafia regime of Vladimir Putin, a return to the times of the deepest Stalinism. Today we are talking about the fate of Alexei Navalny, but on that occasion I would also like to mention others whose names should not be forgotten, such as Boris Nemtsov or Anna Politkovskaya. I would like to believe that Russia, too, will one day be a free democratic country that respects human rights, civil rights and freedoms, the territorial integrity of neighbouring states and peaceful coexistence. Therefore, let us value what we have in Europe and defend our values – freedom, democracy and human rights.

Plants obtained by certain new genomic techniques and their food and feed (debate)

Mr President, there are many opponents of precise breeding methods in the European Parliament, and some even deliberately confuse new breeding methods with GMOs, thereby manipulating public opinion. It's unfair. Precise breeding methods will give our farmers new plant varieties that will, for example, better withstand drought, be less susceptible to mold and other pests, make better use of nutrients, use less fertilisers or pesticides. And that's what we're all calling for. NGT plants are more efficient, precise and faster, and no foreign gene is used here. It is supported by the general professional public. They are commonly used in other parts of the world and these products are then imported to us. Please give a chance to a sustainable and competitive European agriculture. Please vote for new breeding techniques.

The need for unwavering EU support for Ukraine, after two years of Russia’s war of aggression against Ukraine (debate)

Mr President, two years. Two years after Putin's horde attacked Ukraine. Yes, part of our society, and perhaps also part of our politicians, is becoming ‘tired’ of still dealing with what is happening in Ukraine and the effects on Europe. But being tired is not the answer. If we do not stop Russia now, next time one of us will be next, and the consequences will be much worse for all of us. Therefore, we must persevere in supporting Ukraine's heroic struggle and we must resolve all that we have neglected over the last decade. Two per cent of the defence budget must be the absolute minimum for each Member State, and we must finally start producing our defence industry. It is not possible for banks to refuse to finance investments in the defence industry. Europe cannot produce enough ammunition. There's still a lot of work to do, but we don't have an alternative, there's no third way. Ukraine needs victory. The European Union needs Ukraine's victory.

Improving the socio-economic situation of farmers and rural areas, ensuring fair incomes, food security as well as a just transition (debate)

Mr President, there is much we can do to improve the conditions of farmers. But we have to listen to them. Unfortunately, this did not happen during this mandate on the part of the European Commission. The Commission has come up with a number of green legislative proposals with an immediate impact on farmers, both in increasing bureaucratic burdens and in new requirements aimed at combating climate change. At the same time, it has done nothing to make it easier or cheaper for farmers to implement these measures. For example, the proposal to use precise breeding methods came very late and it is possible that it will not be discussed by the end of our mandate. It is necessary to talk to farmers about changes, about the overall set-up of the common agricultural policy and with regard to the accession of new countries to the European Union.

Humanitarian situation in Gaza, the need to reach a ceasefire and the risks of regional escalation (debate)

Mr President, we must clearly reject the constant calls to Israel to limit its military action in Gaza. The actors escalating tensions are Hamas, Hezbollah, Iran and Yemeni rebels. Israel must eliminate Hamas as soon as possible. A ceasefire would only mean time for terrorists to prepare another attack on Israel and put Israeli civilians at risk. The constant repetition of the call for the immediate and unconditional release of all hostages must be intensified. 102 days after the terror rages, 136 people, including women, children and the elderly, are still in captivity. Humanitarian aid must also be provided to the civilian population in Gaza. Israel cooperates with the UN, which must be able to increase the volume of aid and ensure that aid to civilians is not stolen by terrorists, which then serve to further attack Israel.

Need to release all hostages, to achieve a humanitarian ceasefire and prospect of the two-state solution (debate)

Mr President, we all know that this latest escalation of the conflict in the Middle East began with Hamas's heinous terrorist attack on unarmed Israeli civilians. Some of them were brutally murdered, some of them were previously brutally tortured, women were raped, and some of them were taken hostage with considerable support from the people of Gaza. Relativising these heinous crimes or trying to dissolve them in some context, which unfortunately is also happening in the European Parliament, is something utterly reprehensible. We all want the conflict to end with a ceasefire, but it cannot be a ceasefire that only allows Hamas to arm itself again. A permanent ceasefire is only possible if all remaining hostages are unconditionally released, Hamas surrenders and the Gaza Strip is completely demilitarized. This is the only way to protect the civilian population in Israel. This is the only way to protect the civilian population in the Gaza Strip.

Madam President, ladies and gentlemen, it has been a month and a day since the largest massacre of Jews since the Second World War. Hamas terrorists, with the support of ayatollahs from Iran, killed, tortured and kidnapped civilians, women, children, the elderly. This is not a romantic fight for freedom. These are disgusting, barbaric, terrorist acts. Israel has the right to defend itself. It's not just a right, it's a duty to defend its people. Hamas, Islamic Jihad and similar terrorist groups must be destroyed. Without it, there will be no peace and no long-term solution to the Middle East situation. Let's look the truth in the eyes. We must put an end to the policy of appeasement towards Iran. It is high time to impose the toughest sanctions against the biggest terrorist sponsor in the Middle East. The situation is equally serious on the streets of European capitals. Anti-Semitism, whether from the right, from the left or from Islamists, must not get any space in Europe. We must not allow Hamas and Iran to subvert our society.

Water scarcity and structural investments in access to water in the EU (debate)

Mr President, I am very happy for today's debate on water and the direction of the investments needed to ensure access to water across the EU. We can't survive without water. While we as humans can adapt to more carbon dioxide, we cannot survive without water. I come from the Czech Republic, a country nicknamed the roof of Europe, because it falls into three basins, and all the water that rains in our country immediately drains away from us. If we want to ensure sufficient water in all Member States, we must take measures that are appropriate to their geographical conditions. The basis is the retention of water in the landscape and the restoration of groundwater. I consider their depletion and plundering to be unbelievable credulity. The next step is to invest in water infrastructure. The losses in it are huge. Finally, there is cost-effective wastewater treatment and the use of treated wastewater where possible. We in the European Parliament must not succumb to the temptation to regulate every detail, but to focus only on the essentials. This is the only way to help Member States take the measures that are needed.
