Negative trade-related effects of global overcapacity on the Union steel market (debate)
Mr President, thank you very much. Ladies and Gentlemen, We are here not only to describe problems, but also to solve them. It seems to me that the current proposal is a proposal going in the right direction. We are looking for the right mechanism to primarily reduce unfair steel imports, and this on the scale described probably quite well. However, we must say two things on this occasion. First one: this mechanism, which is proposed, will only be truly effective if it is truly leak-proof. If it is airtight, it will be effective. There is another point that needs to be said. This is a question of how quotas will be allocated to third countries. If this allocation rule is identical for all countries, without exceptions, without additional derogations, then it will be an effective mechanism. If we start building derogations, unfortunately, this mechanism will collapse. I'm paying attention to that right now.
