The regulation seeks to simplify and increase the flexibility of the Common Agricultural Policy (CAP) through targeted adjustments. It focuses on addressing the needs of small-scale farmers, young farmers, and organic producers to reduce administrative burdens. The conditionality system is relaxed for specific groups, such as exemptions for smallholders with less than 10 hectares. Crisis payments for natural disasters or adverse weather conditions are introduced to provide faster support to farmers. Additionally, approval procedures for changes to CAP strategic plans are streamlined by requiring only strategic adjustments to be submitted to the Commission.
