Asylum, Migration and Integration Fund 2021-2027 - Integrated Border Management Fund: Instrument for Financial Support for Border Management and Visa Policy 2021-2027 (debate)
The Regulation establishing the Asylum, Migration and Integration Fund for the period 2021-2027 aims to contribute to the effective management of migration flows. It must be agreed that it is necessary to reduce the uncontrolled influx of migrants, to combat secondary movements by tightening up asylum procedures, to strengthen sanctions against irregular migrants and to tighten up return policies. It would be desirable to create a uniform resettlement procedure in the EU, subject, however, to the voluntary participation of Member States in the proposed actions. However, migration management systems based on a mechanism for relocating migrants cannot be accepted. Strengthening the protection of the external borders and actions outside the Union, in the countries of origin and transit of migrants are key to creating sustainable solutions to ensure stabilisation of the migratory situation and resilience to possible future crises. Border protection is regulated by the Integrated Border Management Fund for 2021-2027. However, the basis for the allocation of funds proposed in the instrument for financial support for border management and visa established under the Fund is unclear. Low allocation of funds for countries such as Poland may result in the risk of less effective reinforcement of the EU's external border and insufficient fulfilment of the indicated tasks.
