Madam President, ladies and gentlemen, Today we are discussing the financing of future tasks in 27 EU ‑ countries. The world is changing – we have heard it – but the truth is simple: Without economic strength, there is no political capacity to act. In difficult times, the call for new debts is always loud, for more money, more funds, for joint liability. For us as Christian Democrats, it is clear: Debt is not a political strategy. They never were. They must not be in the future. This is especially true in the case of the war in Ukraine. Peace is no longer a matter of course. Safety has its price. But investment in our common defence policy - and this is crucial - must not be seen as a permanent solution, but in the end it needs a clear return to sound fiscal policy. The idea of permanently merging European debt is a mistake. Eurobonds do not solve a single structural problem. They don't innovate, they don't build factories. Europe has no debt problem, Europe has a growth problem: Too much bureaucracy, too slow permits, too high energy prices. That's why it's not debt that matters, but a good framework for growth. Our industrious medium-sized companies do not need new pots. They need reliability, planning security and, above all, less bureaucracy. So if we give the middle class more air to breathe, the economy space to develop, then growth arises on its own. Then we also have enough resources for future tasks.
