Need for an adaptation of the EU legal framework on sustainable biofuels (debate)
Mr President, Commissioner, energy security and strategic autonomy are now paramount. The EU is 60% dependent on imported energy. In addition, we are still far from the 29% target for renewable transport fuels by 2030. The EU needs to take better care of regulatory predictability. Changing the permitted raw materials is poisonous for new investments. Permit procedures and environmental impact assessments need to be speeded up in order not to lose investment. There are opportunities, too. There are no obstacles to the multiplication of industrial production of advanced biofuels, as long as regulation is in place and sufficient financial and administrative support is available for the initial phase of projects. Different sectors of EU policy need to support the transition in a coherent manner. It makes no sense for the EU to produce any kind of cross-regulation.
