Thank you, Mr Buxadé. So yesterday you were aware that the session was suspended by agreement for the duration of the Order of Merit conferral ceremony. This allowed for guests to enter the Chamber, including the laureates – who would otherwise not have been allowed to come in – their families and some staff members who worked on the event. As usual with events in the European Parliament, Members of the European Parliament who wanted to join the ceremony of course had priority for seats in the room, as in fact happened. And I think we should be in agreement that this was a proud moment for this House. And I would like to thank all the services who worked so hard to bring it to fruition.

Negotiations ahead of Parliament’s first reading (Rule 72) (action taken)

I have received a request for a vote in Parliament, from the PfE Group, reaching the medium threshold, on the decision of the TRAN Committee to enter into negotiations on the following file: periodic roadworthiness tests and technical roadside inspection. This is the roadworthiness package. I have also received a request for a vote in Parliament, from the Greens Group and The Left Group, reaching the medium threshold, on the decisions of the ECON Committee to enter into negotiations on the following files: amending Regulation 2017/2402 for securitisation and creating a specific framework for simple, transparent and standardised securitisation; and prudential requirements for credit institutions as regards requirements for securitisation exposures. The vote will be held tomorrow. Concerning the other decisions by the TRAN and PECH committees to enter into interinstitutional negotiations, pursuant to Rule 72(1) announced at the opening of the session last Monday, I have received no request for a vote in Parliament by Members or political groups reaching the medium threshold. So these committees can start negotiations.

Negotiations ahead of Parliament’s first reading (Rule 72)

The ECON, TRAN and PECH committees have decided to enter into interinstitutional negotiations, pursuant to Rule 72(1). The reports which constitute the mandates for the negotiations are available on the plenary web page and the titles will be published in the minutes of the sitting. Pursuant to Rule 72(2) Members or political groups reaching at least the medium threshold may request in writing by tomorrow, Tuesday 19 May at midnight that the decisions be put to the vote. If no request for a vote in Parliament is made within the deadline, the committees may start the negotiations.

Statements by the President

I have three very quick announcements for you. I would like to start this session with some good news – that this House is very pleased that the Sakharov laureate and the fearless journalist, Andrzej Poczobut, was freed from prison in Belarus a few weeks ago. He has now arrived safely in Poland. We welcome his release and we congratulate the family, the services and the people involved in making this happen. While we celebrate this moment, it also reminds us of the many political prisoners around the world who remain unfairly imprisoned, and this Parliament will continue to speak out for them and for all those who stand up for freedom in the face of oppression. Finally, I'd like to inform you that we will welcome Mr Poczobut to address this House in June, next session. Now, looking ahead to this week, tomorrow at 11:30 we will hold the inaugural ceremony of conferral of the European Order of Merit. This is a chance for all of us to honour those extraordinary individuals who have made significant contributions to European integration and to the promotion and defence of European values. So I would ask that you would be present in this Chamber, dear colleagues, for this important event. And finally, I'd like to take the opportunity to remind all of you, dear colleagues, of the need for mutual respect during plenary sessions. As Members of this Parliament, we are all required to follow the standards of conduct agreed upon election. This is how we ensure that we continue to work as a House for everyone and deliver for Europeans. And I ask all of you to kindly respect and remember this during your debates here.
